Job summary

Northrop Grumman’s Space Sector is seeking a Proposal Analyst – Level 3 or 4, onsite in Aurora, CO, to lead cost and pricing efforts for competitive proposals.

The role requires a DoD Top Secret clearance, 5+ years of related experience (or 3+ with a Master’s), and proficiency in Excel, PowerPoint, and Word. Onsite work with a 9/80 schedule; relocation assistance may be available.

Qualifications

• Bachelor’s Degree in a related field with 5+ years of proposal/pricing/financial experience or a Master’s Degree with 3+ years of experience.
• Will accept 4+ years of additional experience in lieu of degree.
• Proficiency in Microsoft Excel, PowerPoint, and Word.
• Current, active US Government DoD Top Secret Security Clearance with ability to obtain SCI.

Responsibilities

• Plan and manage cost and pricing efforts for proposals.
• Compile cost, schedule, and technical elements for proposals per RFP specs and government regulations.
• Coordinate with cross-functional contributors to ensure quality proposals within deadlines.
• Work with Program Management and Supply Chain to ensure supplier quotes meet requirements.
• Analyze large data volumes to identify key data for decision making.
• Collaborate with the proposal team to develop solutions to contractual issues.
• Summarize proposal information for internal reviews and customer meetings.
• Develop negotiation strategies as part of the contract team.
• Perform other duties as assigned.

This position is 100% onsite and cannot accommodate telecommute work. It will work a 9/80 schedule, with every other Friday off. This position can be filled at either a Level 3 or 4.

Job Duties & Responsibilities

• Plan and manage Cost and Pricing efforts for proposals.
• Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications, company policies, and Government regulations.
• Coordinate with contributors from cross‑functional organizations to ensure quality proposals and BOEs are submitted within customer deadlines.
• Work closely with Program Management and Supply Chain Management to ensure supplier quotes comply with requirements.
• Research and critically analyze large volumes of data using spreadsheet and data mining skills to isolate and prioritize key data.
• Work with the proposal team to develop creative solutions to complex contractual issues.
• Summarize and present detailed proposal information in internal management reviews and customer fact‑finding meetings.
• Develop negotiation strategies and participate as a member of the contract negotiating team.
• Other duties as assigned.

Basic Qualifications for Level 3

• Bachelor’s Degree with 5+ years of proposal, pricing or financial related experience – or – Master’s Degree with 3+ years of proposal, pricing or financial related experience.
• Will consider additional 4+ years of experience in lieu of degree.
• Proficiency in Microsoft Excel, PowerPoint, and Word.
• Current, active US Government DoD Top Secret Security Clearance at time of application, with ability to obtain SCI upon hire.

Basic Qualifications for Level 4

• Bachelor’s Degree with 8+ years of proposal, pricing or financial related experience – or – Master’s Degree with 6+ years of proposal, pricing or financial related experience.
• Will consider additional 4+ years of experience in lieu of degree.
• Proficiency in Microsoft Excel, PowerPoint, and Word.
• Current, active US Government DoD Top Secret Security Clearance at time of application, with ability to obtain SCI upon hire.

Preferred Qualifications

• Current, active US Government DoD TS/SCI Security Clearance.
• Certified Estimating Professional (CEP).
• Project Management Professional (PMP) Certification.
• Understanding of Earned Value Management and experience with Primavera.
• Experience with probability modeling (@Risk or Crystal Ball).
• Knowledge of FAR/DFARS and other Government Regulations.
• Proficiency in ProPricer.
• Experience working with Proposals.
• Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
• Experience with advanced Excel functionalities.
• Experience with parametric modeling.
• Experience conducting cost analysis and risk modeling.

Total Rewards

Primary Level Salary Range: $94,200.00 – $141,200.00. Secondary Level Salary Range: $117,500.00 – $176,300.00. Employees may be eligible for overtime, shift differential, and discretionary bonus. Annual bonuses reward individual contributions and share company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
