Position Summary

Northrop Grumman Aerospace Systems is seeking a Principal (Level 3) or Senior Principal (Level 4) Proposal Analyst to join our team in Redondo Beach, CA. This role supports the F-35 Production & Development Operating Unit, leading and supporting proposal activities of diverse and inclusive teams.

Responsibilities

• Develop, plan, and schedule proposals.
• Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
• Coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments.
• Research and analyze historical data, developing cost models to support proposal efforts.
• Coordinate activities and participate in fact‑finding meetings.
• Participate in should‑cost and pricing reviews with management and customer representatives.
• Participate as a member of the contract negotiating team.
• Work in a team environment to develop proposals in response to customer requests.
• Prepare proposals in compliance with applicable government regulations and internal policies.
• Present proposal recommendations to management.
• Prepare certified cost and pricing data packages.
• Support proposal audits and negotiations with customers.

Compensation and Benefits

Primary Level Salary Range: $94,200.00 - $141,200.00. Secondary Level Salary Range: $117,500.00 - $176,300.00. The salary range is a guideline; Northrop Grumman considers factors such as scope, responsibilities, experience, education, skills, and market conditions. Employees may be eligible for overtime, shift differential, discretionary bonuses, and long‑term incentives. Qualifications

Basic Qualifications for a Level 3 Principal Proposal Analyst include a bachelor’s degree in business, finance, economics or a related discipline with 5 years of proposal or material estimating experience, or a master’s degree with 3 years of such experience. Experience in estimating, pricing, finance, contracts, business, and/or business operations is required, along with application of cost accounting, pricing and estimating concepts and principles. Proficiency in Microsoft Office, especially Excel, and knowledge of FAR, DFARS, and other U.S. Federal Government contracting regulations are required. Ability to obtain and maintain a U.S. Government Secret clearance and U.S. citizenship are mandatory. Basic Qualifications for a Level 4 Senior Principal are comparable but require 8 years of experience (or 6 years with a master’s degree).

Preferred Qualifications

• Strong attention to detail and high standards of quality.
• Experience developing and/or analyzing Basis of Estimates (BOEs).
• Proven ability to independently complete projects with limited supervision.
• Proficiency in advanced Excel skills and experience with ProPricer or BOENext.
• Experience with cost/price analysis and analytical skills.
• Presentation skills to senior leadership and key stakeholders.
• Organizational/time‑management skills and ability to multitask.
• Self‑motivated, works well in a team, and can thrive in a dynamic, fast‑paced environment.
