Caelum Research Corporation is seeking a Learning Management System (LMS) Course Specialist to provide IT and Knowledge Management services at Fort Sill, OK. The role focuses on ATIS SME support, LMS course development, and customization for USAFCOEFS.

The candidate will train government users, manage course lifecycles, and ensure secure, efficient LMS operation while adhering to DoD security requirements.

Qualifications

• At least two years of demonstrated LMS experience including course development and administration.
• Experience with ARMY Distributed Learning Systems is preferred.

Responsibilities

• Monitor ATIS to ensure stability and performance for USAFCOEFS courses.
• Recommend new technologies and capabilities, including ATIS updates and mobile apps.
• Serve as ATIS SME for LMS framework development and course customization.
• Provide training on LMS functions to government instructors and course managers.
• Perform manager-level remedies for ATIS issues across databases, content, and security.
• Act as primary POC for enrollment/disenrollment and access authorization.
• Monitor, analyze and report Blackboard LMS usage for assessment and analysis.
• Safeguard all course testing material as required by NDA.

Position:Learning Management System (LMS) Course Specialist

Supported Program:U.S. Army Fires Center of Excellence

Clearance Requirement:DoD Secret

Location:On-site at Fort Sill, OK

Role Overview

We are seeking a highly skilled Learning Management System (LMS) Course Specialist to provide Information Technology (IT) and Knowledge Management services for the Fire Center of Excellence, Fort Sill (USAFCOEFS) and its subordinate organizations. The successful candidate will serve as the ATIS subject matter expert (SME) to assist the Government in the development and customization of LMS course frameworks.

Core Responsibilities & Technical Qualifications

• Monitor ATIS to ensure the stability and performance for USAFCOEFS courses. All courses shall have a dedicated ATIS manager throughout the entire course lifecycle. The course manager will be responsible for the creation and sustainment of new courses using the approved Blackboard Naming Convention.
• Recommend new technologies and capabilities, including ATIS updates and mobile applications.
• Serve as the ATIS subject matter expert (SME) to assist the Government in the development and customization of LMS course frameworks. Each course requires a specific LMS based on its program of instruction (POI), blended learning requirements, complexity, and intensity. Attend developmental and In Process Review (IPR) meetings as required to discuss user ATIS requirements and concerns.
• Assist Government users (e.g. instructors, course managers) by providing training on LMS functions in support of efficient and productive usage.
• Perform manager-level technical remedies of all ATIS issues. These issues include database management, content management, system availability, software/hardware compatibility, functionality, network security conflicts, and system efficiency.
• Serve as the primary point of contact (POC) for enrollment and disenrollment of Government users as well as authorizing required access.
• Monitor, analyze, and report Blackboard LMS usage and availability for Government assessment and analysis.
• Safeguard all course testing material not specified in the non-disclosure agreement to include all unauthorized users designated by the government.

Education and Experience Requirements

Candidates must meet the following education and experience.

• Provide proof of experience associated with the ARMY Distributed Learning Systems. Proof of experience to be submitted for consideration: At least two years of demonstrated experience in LMS environments, including course development and administration, content management, community engagement, and sustainment of online training sites..

Certifications

• DoD Directive 8570.01 Compliance:Must possess a current Security+ certification (or equivalent IAT Level II baseline certification).
• Computing Environment (CE):Must hold current Computing Environment MD-101 certification or equivalent.
• Preferred LMS Course Specialist Blackboard Certification.
