Job summary

Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) in Glen Burnie, MD, seeks a Learning & Development Specialist to assess instructional needs and design curricula for statewide employee training. The role emphasizes facilitation, program design, and continuous improvement of MVAcademy offerings.

The ideal candidate will bring experience in adult education, strong communication, collaboration across divisions, and familiarity with Adobe Captivate or ISD tools.

Qualifications

• Experience in adult education, training, and development.
• Excellent oral and written communication skills.
• Ability to work with employees at all organizational levels.
• Experience using Adobe Captivate or ISD tools.
• Training certifications such as APTD, CPTD, Training & Facilitation Certificate, or Instructional Design Certification.

Responsibilities

• Facilitating, instructing, and presenting classes and live learning events to MVA employees, including administering and scoring assessments.
• Designing and conducting needs assessments, interpreting results, and suggesting new topics/courses for MVAcademy; developing curriculum and materials.
• Reviewing and revising existing courses and materials to ensure accuracy and effectiveness; applying agency policies to instructional concepts.
• Coordinating projects across divisions; serving as lead Learning Specialist on OD initiatives and acting as internal consultant on workforce development.
• Representing the MVA by presenting at conferences, seminars, and other events.
• Participating in staff meetings, organizing materials, and sharing in rotating travel responsibilities for facilitation.
• Preparing for training includes requesting materials, setting up the classroom, and practicing the presentation.
