MDOT MVA seeks a Learning & Development Specialist (Administrator II) to identify, assess, and evaluate training needs for employees across classifications, shaping MVAcademy topics. You will lead instructional design and program development within the HROD Division.
Responsibilities include facilitating classes, designing assessments, revising courses, coordinating OD initiatives, and presenting at conferences with occasional travel. Strong communication and Adobe Captivate skills are preferred.

This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications* listed below. The resulting list of eligibles will be used only to fill this Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) position or function.
Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic team player to join its Human Resources and Organizational Development Division (HROD) as a Learning & Development Specialist (Administrator II). The purpose of this position is to identify, assess, and evaluate the need for educational, developmental, and/or skill-based instruction within the MVA for employees in all classifications. The person in this role would also make suggestions and recommendations for new topics, courses, classes, and learning events to be included in the MVAcademy.
The current vacancy exists at the MDOT MVA Human Resources and Organizational Development Division at the Glen Burnie Headquarters (Anne Arundel County).

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in administrative staff or professional work. *Three (3) years of the required experience must have included designing, developing, and delivering instructor-led, virtual, and online training programs.*
*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.*
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations, or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties must possess a motor vehicle operator's license valid in the State of Maryland.
