Responsibilities

  • Reviewing and revising existing courses to keep content accurate and delivery effective.
  • Coordinating projects across divisions; leading OD initiatives; acting as internal consultant on workforce development matters.
  • Representing the MVA by presenting at conferences, seminars, and events.
  • Participating in staff meetings, organizing materials, and sharing in travel for facilitation.
  • Preparing for training by arranging materials, setting up classrooms, and practicing presentations.

Learning & Development Specialist (Administrator II) - Grade 17
Position Specific Recruitment

This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications* listed below. The resulting list of eligibles will be used only to fill this Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) position or function.

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic team player to join its Human Resources and Organizational Development Division (HROD) as a Learning & Development Specialist (Administrator II). The purpose of this position is to identify, assess, and evaluate the need for educational, developmental, and/or skill-based instruction within the MVA for employees in all classifications. The person in this role would also make suggestions and recommendations for new topics, courses, classes, and learning events to be included in the MVAcademy.

Responsibilities include, but are not limited to:
  • Facilitating, instructing, and presenting classes and other live learning events to MVA employees, including the administration and scoring of assessments.
  • Designing and conducting needs assessments for MVA groups and initiatives, providing interpretation of assessments' results using qualitative and quantitative measures. Based on assessments, suggests new topics/courses for inclusion in MVAcademy; designs a variety of types of instruction that use current design software; researches and applies specialized content; develops curriculum and class/course lesson plans, designs, tests, and surveys; creates slideshows, manipulatives, and other instructional materials.
  • Autonomously reviewing and recommending revisions to existing courses and instructional materials on a continuous basis to ensure all information is accurate and up-to-date and that the methods used to deliver instruction are effective; interpreting and applying agency policies and business rules to specific instructional concepts and scenarios.
  • Coordinating projects involving multiple divisions/work units and serves as lead Learning Specialist on a variety of OD initiatives; guiding the initiative by scheduling and conducting relevant meetings, monitoring the initiative's progress, and evaluating the outcome of the initiative; serves as a knowledgeable person on a variety of topics for a variety of internal customers on diverse projects; serving as an MVA internal consultant on matters of workforce development and learning.
  • Preparing for and representing the MVA by presenting at conferences, seminars, cultural observances, and other special topic events.
  • Miscellaneous division-related responsibilities, such as participating in staff meetings, organizing materials and resources, and sharing in rotating travel responsibilities (for facilitation).
  • Preparing for training includes requesting necessary materials, setting up the classroom, and practicing the presentation.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience in administrative staff or professional work. *Three (3) years of the required experience must have included designing, developing, and delivering instructor-led, virtual, and online training programs.

*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations, or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties must possess a motor vehicle operator's license valid in the State of Maryland.
