Job summary

Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) seeks a Learning & Development Specialist (Administrator II) to identify, assess, and evaluate educational needs for employees. The role includes designing courses, conducting assessments, and advising on MVAcademy topics and events.

Qualifications

• Experience in adult education, training, and development.
• Excellent oral and written communication skills.
• Excellent interpersonal skills.
• Ability to incorporate diversity principles in delivering learning products.
• Ability to work with employees at all organization levels.
• Experience in collaborative teamwork environment.
• Experience handling multiple projects, including non-classroom work.
• Experience using Adobe Captivate or a comparable ISD tool.
• Training certification such as APTD, CPTD, Training & Facilitation Certificate, or Instructional Design Certification.

Responsibilities

• Facilitating, instructing, and presenting classes and other live learning events to MVA employees, including assessments.
• Designing and conducting needs assessments for groups; interpreting results; suggest topics; develop curriculum and lesson plans; create instructional materials.
• Reviewing and revising existing courses to keep content accurate and delivery effective.
• Coordinating projects across divisions; leading OD initiatives; acting as internal consultant on workforce development matters.
• Representing the MVA by presenting at conferences, seminars, and events.
• Participating in staff meetings, organizing materials, and sharing in travel for facilitation.
• Preparing for training by arranging materials, setting up classrooms, and practicing presentations.
