The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill theTechnical Services Section Manager(DOT Technical Services Chief)Career Executive vacancyinthe Northeast Region (NER)!

This full-time position will be headquartered inGreen Bay, WI.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from a DTSD regional office building in Green Bay at least three days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

This position serves as the Section Chief overseeing the Northeast Region (NER) Technical Services Section (TSS). As a member of the region management team, this position performs administrative and managerial functions in the development, implementation, and evaluation of important and complex policy, budgetary, and organizational components of the department’s transportation engineering and related programs. This position manages the delivery of Technical Services, including Real Estate, Environmental Programs, Soils, Materials, Pavement, Right-of-Way Plat Preparation, Survey/Mapping, Utilities, Railroads, Engineering Automation and Administration.This position also develops and maintains effective working relationships within the agency and with local officials, legislators, business and industry representatives, and the general public.

This position has the authority to independently commit department resources to achieve established goals and objectives. This position has managerial responsibility for policy development and program budget, development, implementation, and effectiveness. This position also has responsibility for employee supervision. The responsibilities of the position require high-level managerial, professional, and technical judgments. The position acts under general supervision and reports directly to the Region Deputy Director.

This position will serve as a region duty officer (RDO) and will be required to serve in a stand‑by status to implement the region and department incident response plans when required.

This position is in schedule-range 81-02 with an annual salary of $108,160 - $126,526, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified candidates must have experience inallof the following:

Experience or training in at least one of the following program areas: Utilities, Rail Coordination, Pavements, Soils, Materials, Environmental, Erosion Control, Administrative, Real Estate, Plats, Survey, Design, or Construction .

Experience collaborating with a diverse group of internal and external partners.

Experience leading a team of professional staff in formal or informal capacity. (Activities may include coaching, mentoring, reviewing/analyzing work, assigning workloads, directing work, assessing employee performance, motivating staff/team.)

Experience prioritizing and coordinating multiple work assignments concurrently.

In addition to all the above, well-qualified candidates must havetwomoreof the following:

Experience managing multiple transportation program areas including two or more of the following: Utilities, Rail Coordination, Pavements, Soils, Materials, Environmental, Erosion Control, Administrative, Real Estate, Plats, Survey, Design, and/or Construction .

Experience supervising a team of professional staff. (Activities may include performing staff/team development, setting goals/priorities, project onboarding/training, performance reviews, discipline, conflict resolution, etc.)

Experience evaluating program or project performance measures and making recommendations to leadership to implement strategic initiatives or process improvements.
