Stafford County Government is seeking a Project Manager to lead complex water, sewer, and building projects within the Utilities Department. The role involves planning, design, and construction coordination across multiple agencies and teams to ensure timely, on-budget delivery.

PE license is preferred and progression through a career ladder is offered. The position requires evaluating plans, coordinating consultants and contractors, and supervising professional and support staff to meet CIP

Qualifications

• Experience leading complex water, sewer, building or development projects.
• Ability to review plans, specs, cost estimates and procurement documents.
• Experience coordinating with multiple departments and stakeholders.

Responsibilities

• Independently manages complex utility engineering/construction projects within budget and schedule.
• Reviews plans, specifications, cost estimates, and procurement documents.
• Prepares bid documents, contracts, and purchase orders; maintains project records.
• Tracks budget and approves invoices; prepares project reports.
• Coordinates with county departments, consultants, contractors, and operations staff.
• Inspects progress, ensures permits and inspections are on schedule.
• Coordinates with engineers and contractors; manages change orders and RFI responses.
• Attends meetings to advance project goals; performs related tasks.
