Job summary

Manpower Group (USA) seeks a Utilities Project Manager in Leesburg, VA to lead water and sewer infrastructure projects within the Utilities Department. You will manage design and construction, oversee contracts, coordinate with customers, town departments, agencies and contractors, and monitor drawings, schedules, budgets and documentation.

Ideal candidate has a civil engineering degree, 5+ years in civil construction or project management with 3+ years in water/wastewater, a valid license, and

Qualifications

• Bachelor’s degree in civil engineering, construction, or related field, or equivalent experience.
• Minimum of five (5) years of experience in civil engineering construction or construction management, with at least three (3) years focused on water and wastewater systems.
• Valid driver’s license with a safe driving record.
• Knowledge of civil engineering principles, project management, and contract administration.
• Proficiency with software such as Microsoft Office, ProCore, and asset management tools.

Responsibilities

• Manage the design and construction of public utility projects, ensuring compliance with standards and regulations.
• Oversee contracts related to engineering, design, project management, and construction services.
• Coordinate with various stakeholders including customers, Town departments, outside agencies, and contractors.
• Review engineering drawings, plans, and specifications to ensure quality and adherence to standards.
• Develop and monitor project schedules, budgets, and documentation to ensure timely project completion.
