Job summary

The People Concern is seeking a Program Manager for the 1603-Housing Retention program at the Kensington Campus in Lancaster, CA. This onsite role reports to the Director of PBH Kensington and oversees ICMS teams delivering trauma‑informed, harm‑reduction services to people experiencing homelessness.

Responsibilities include supervising case managers, coordinating services with DHS HFH, and ensuring funder standards.

Qualifications

• MSW, MFT, LPCC or PsyD registered with CA BBS.
• Minimum of two years' full-time experience working with the homeless, preferably with mental illness and/or substance addictions.
• Two years supervisory experience.
• Able to work in a high tolerance Harm Reduction model with clients who have multiple barriers.
• Valid CA Driver's license, reliable car, auto insurance, and acceptable driving record.
• Able to be on-call 24/7 with support from direct clinical supervisor and Housing Department Director.

Responsibilities

• Provides clinical and administrative supervision to Bachelor Level Case Managers and Masters Level Clinical Case Managers.
• Facilitates weekly team meetings and case consultations with a trauma-informed lens and harm reduction approach.
• Collaborate with Housing Department teams, DHS supports, and community partners to develop interventions.
• Assist with client crisis management including assessment for psychiatric hospitalizations.
• Respond to emergency calls 24/7 with support from supervisors and Directors.
• Ensure documentation and data collection for program clients is complete and audited.
• Provide budgetary oversight of program administration and ensure revenues/expenses stay within budget.
• Assist in screening, enrollment, and orientation of clients to program policies and resources.
• Ensure staff link clients to services using a 'Whatever It Takes' approach.
• Support staff with housing location and connection to benefits and health services.
