Job summary

PBG is seeking a senior portfolio manager to drive governance, planning, and executive reporting for federal portfolio operations. The role requires interaction with GS-15, SES, and DCIO-level stakeholders and oversight of cross-functional teams.

The candidate will lead governance forums, deliver executive dashboards, and align investments with strategic objectives while mentoring staff and coordinating staffing across portfolios. Hybrid work in the DC area is expected.

Qualifications

  • Master’s degree with 10+ years of relevant experience, or Bachelor’s with 12+ years.
  • Experience supporting IT portfolio management, PMO operations, governance, or federal consulting.
  • PMP or PfMP certification required.
  • At least one Agile certification (PMI-ACP, CSM, or SAFe) required.
  • CTBME certification preferred.
  • Ability to obtain a SECRET Clearance.

Responsibilities

  • Lead portfolio governance execution and strategic alignment.
  • Analyze portfolio financials, metrics, risks, and priorities to support exec decisions.
  • Deliver executive briefings, dashboards, and governance materials.

  • Serve as trusted advisor to government portfolio leadership.
  • Provide people leadership for contractor personnel.
  • Assist staffing and workload planning across portfolios.

Job description

PBG delivers mission-focused solutions that eliminate inefficiency and power transformation for federal agencies requiring agility, security, and impact.

This position will be hybrid with one day onsite in Washington, DC per week; however, occasional team or company meetings may also be held at the HQ in McLean, VA.

Candidates must possess an active Secret clearance or be able to obtain and maintain a Secret clearance as a condition of employment.

Key Responsibilities:
  • Lead complex portfolio management activities including governance execution, operational planning, strategic alignment, demand management, portfolio coordination, and stakeholder engagement activities.

  • Analyze and synthesize portfolio financials, operational metrics, acquisition activities, project performance data, risks, dependencies, and strategic priorities to support executive decision-making and portfolio operations.

  • Develop and deliver executive-level briefings, dashboards, portfolio analyses, governance materials, strategic communications, and operational recommendations for senior government leadership.

  • Facilitate executive portfolio governance forums, operational reviews, leadership meetings, and stakeholder engagements involving GS-15, SES, DCIO, and other senior government stakeholders.

  • Coordinate and manage responses to executive taskers, Congressional inquiries, portfolio reviews, audits, leadership data calls, and high-visibility reporting requirements.

  • Support strategic alignment of portfolio investments, operational priorities, OKRs, technology initiatives, and organizational objectives.

  • Drive portfolio management process improvements and support maturation of governance frameworks, operational workflows, reporting practices, and portfolio management capabilities.

  • Lead cross-functional coordination efforts involving technical teams, business stakeholders, contractors, and government personnel to support portfolio execution and operational alignment.

  • Support implementation and adoption of portfolio management tools, dashboards, low-code/no-code solutions, and operational enhancements across portfolio environments.

  • Serve as a trusted advisor to government portfolio leadership regarding portfolio operations, governance activities, operational priorities, and execution strategies.

  • Provide people leadership for assigned contractor personnel including workload coordination, mentoring, professional development, quality management, onboarding support, and delivery accountability.

  • Support staffing coordination, task prioritization, and operational planning activities across assigned portfolios and team members.

  • Ability to synthesize operational, financial, technical, and stakeholder information into actionable recommendations and executive-ready deliverables.

Required Skills/Certifications:
  • Master’s degree and 10+ years of relevant experience, or Bachelor’s degree and 12+ years of relevant experience.

  • Experience supporting IT portfolio management, PMO operations, governance execution, operational analysis, agile delivery environments, or federal consulting engagements.

  • PMP or PfMP certification required.

  • At least one Agile certification required (PMI-ACP, CSM, or SAFe).

  • CTBME certification preferred.

  • Ability to obtain a SECRET Clearance.
