Job summary

KBR is seeking a Permit & Environmental Approvals Manager in Richmond, Virginia to lead and coordinate all permitting within the PMC team for a multi-billion-dollar GMP manufacturing program. The role serves as the primary contact with regulators, utilities, and project teams to secure and maintain permits and compliance on schedule.

Strong knowledge of environmental regulations, land development, and stakeholder management is essential, with experience supporting large capital projects and GMP

Qualifications

• Bachelor’s degree in Environmental Science, Engineering, Planning, Environmental Management, Public Policy, or related discipline.
• Minimum 10+ years of experience managing permitting and regulatory approvals for large industrial or pharma projects.
• Experience with GMP-regulated facilities and FDA/regulatory interactions is preferred.
• Ability to manage multiple permits within aggressive project schedules.

Responsibilities

• Develop and execute the project permitting strategy, identifying all permits and regulatory requirements.
• Lead permitting efforts with federal, state, and local agencies and AHJs.
• Prepare and submit permit applications with supporting studies and documentation.
• Maintain a comprehensive permitting register, tracking milestones and conditions.
• Coordinate with engineering and construction to integrate permitting early in design.
