Job summary

KBR, Inc. in the Richmond, VA area seeks a Project Manager, Permit & Communications Lead to oversee permitting, regulatory engagement, and stakeholder management for a GMP manufacturing program.

The role provides strategic governance, directs external communications, ensures compliance with environmental and regulatory requirements, and aligns project milestones with approvals and startup readiness.

Qualifications

• Bachelor’s degree in Engineering, Environmental Science, Environmental Management, Public Policy, Communications, Planning, Construction Management, or related discipline.
• Minimum 10 years of experience supporting permitting, stakeholder engagement, environmental compliance, communications, or project management on major capital projects, including projects exceeding $500 million TIC.

Responsibilities

• Lead development and execution of permitting, regulatory engagement, stakeholder management, and communications strategies for all project phases.
• Serve as primary interface between Client, regulatory agencies, local authorities, community organizations, and utility providers.
• Oversee identification, submission, and approval of permits, licenses, and regulatory approvals.
• Establish governance processes, schedules, and reporting systems for timely approvals and compliance.
• Collaborate with engineering, environmental, construction, commissioning, and operations teams to integrate permitting requirements.
• Direct public relations and stakeholder engagement initiatives to maintain social license to operate.
• Manage communications consultants, permitting contractors, and external advisors.
• Monitor regulatory developments and mitigate risks affecting project execution.
• Lead preparation and delivery of executive communications, stakeholder briefings, and regulatory submissions.
• Develop and maintain stakeholder engagement plans and issue management processes.
• Identify and manage permitting, regulatory, and stakeholder risks with mitigation plans.
• Support incident communications and crisis management strategies.
• Coordinate permitting activities with GMP facilities, laboratories, and utilities.
• Prepare for regulatory inspections and occupancy approvals.
