Artheon is a trusted engineering and consulting firm seeking a Project Manager to lead municipal infrastructure projects across New Jersey. You will manage planning, design, permitting, bidding, and construction administration for public works programs with a focus on schedule and budget.

The role requires strong municipal engineering knowledge, demonstrated PM experience, and the ability to build long-term government relationships while delivering capital improvements on time and within budget.

Qualifications

• Bachelor's Degree in Civil Engineering.
• PE license in New Jersey or reciprocity within six months.
• 8-15+ years of progressive municipal engineering and project management experience.
• Proven success managing multiple public-sector infrastructure projects.
• Knowledge of municipal standards, NJDOT specs, NJDEP regs, local permits.
• Experience preparing plans, specs, estimates, and public bid packages.
• Knowledge of construction administration procedures and contract management.
• Excellent verbal, written, and presentation skills.
• Valid driver's license and ability to travel to project sites.

Responsabilités

• Manage multiple municipal infrastructure projects from proposal through closeout.
• Serve as primary contact for municipal officials, public works, county agencies, utilities, and authorities.
• Prepare scopes, budgets, schedules, and staffing plans; ensure on-time, on-budget delivery.
• Oversee preparation/review of plans, specs, estimates, and bid documents.
• Lead roadway reconstruction, drainage, utilities, ADA compliance, streetscape projects.
• Coordinate with NJDEP, NJDOT, counties, utilities, and permitting bodies.
• Manage consultant teams, subcontractors, surveyors, geotech, and specialists.
• Review calculations, reports, design documents, and construction drawings for QA.
• Attend public/council/planning meetings and client presentations.
• Provide construction administration: RFIs, change orders, shop drawings, payments, field issues.
• Mentor junior engineers and support professional development.
• Participate in business development, proposals, client presentations, negotiations.
• Identify opportunities to expand municipal relationships and secure repeat work.
