Job summary

Artheon in Neptune, NJ is seeking an experienced Project Manager for Municipal Engineering to lead design, permitting, bidding, and construction administration of public infrastructure projects. You will collaborate with municipal officials, utilities, and regulatory agencies, manage scopes and budgets, mentor staff, and drive capital improvement programs to on-time delivery and quality results.

Qualifications

• Bachelor's Degree in Civil Engineering.
• PE license in New Jersey or ability to obtain reciprocity within six months.
• 8–15+ years of progressive municipal engineering and project management experience.
• Strong understanding of municipal engineering standards, NJDOT specs, NJDEP regulations, and local permitting requirements.
• Experience preparing plans, specifications, engineer's estimates, and public bid packages.
• Knowledge of construction administration procedures and contract management.
• Excellent verbal, written, and presentation skills.
• Valid driver's license and travel willingness.

Responsibilities

• Manage multiple municipal infrastructure projects from proposal through project closeout.
• Serve as the primary point of contact for municipal officials and regulatory authorities.
• Prepare scopes, budgets, schedules, and staffing plans within time and budget constraints.
• Oversee engineering plans, specifications, cost estimates, and bid documents.
• Lead roadway reconstruction, drainage, utility infrastructure, ADA compliance, and streetscape projects.
• Coordinate with NJDEP, NJDOT, county agencies, utilities, and permitting authorities.
• Manage consultant teams, subcontractors, surveyors, and specialty consultants.
• Review calculations, reports, and drawings for quality assurance.
• Attend public and council meetings and client presentations as required.
• Provide construction administration support including RFIs, change orders, and field issue resolution.
• Mentor junior engineers and support professional development.
• Participate in business development, proposals, and client negotiations.
• Identify opportunities to expand municipal relationships and secure repeat business.
