Job summary

Johnson, Mirmiran & Thompson is seeking an experienced Water Resources Engineer to lead MS4 and TMDL projects for clients across the Virginia region. The role emphasizes design, project management, and client coordination.

You will mentor junior staff, develop program plans, and support marketing with proposals and interviews. A PE license in Virginia or the ability to obtain within six months is preferred.

Qualifications

• Bachelor’s degree in civil engineering from an ABET-accredited program.
• 7+ years of experience in water resources engineering.
• Experience with Virginia Runoff Reduction Method and evaluating projects for pollutant reduction.
• Stormwater management and erosion and sediment control design experience.
• Experience working with Virginia clients at county and state levels.
• Knowledge of Federal, State and local stormwater MS4 programs.
• DEQ certification in ESC and Stormwater Management Dual Combined Administrator or ability to obtain within 12 months.
• Knowledge of local TMDL action plans and MS4 permit compliance.
• Established contacts with various local, state, and federal agencies preferred.

Responsibilities

• Manage projects in scope, schedule, and budget.
• Develop MS4 Program Plans and assist with DEQ compliance activities.
• Conduct watershed studies, TMDL Action Plans, and BMP retrofit designs.
• Design and inspect green stormwater infrastructure and SWM BMPs.
• Coordinate with contractors, outside consultants, agencies, and staff across locations.
• Prepare progress reports and review invoices.
• Develop and lead project status updates and client presentations.
• Assist leadership with marketing, proposals, and interviews.
• Lead and mentor team members with performance management.
