Job summary

JMT, a 100% employee-owned engineering firm, is seeking a Water Resources Engineer to design, manage, and market MS4-related water resources projects in Virginia. The role requires broad expertise in stormwater management, TMDL action plans, MS4 compliance, and related parameters, with mentorship of junior staff.

Primary duties include project management, client coordination, and supporting marketing efforts, while delivering compliant, high-quality solutions within scope and budget.

Qualifications

  • Bachelor’s degree in civil engineering from an ABET-accredited program.
  • 7+ years of experience in water resources engineering.
  • Experience with Virginia's Runoff Reduction Method and MS4 programs.
  • DEQ certification in ESC and Stormwater Management or ability to obtain within 12 months.
  • Experience working with Virginia clients at the county and state level.

Responsibilities

  • Manages MS4 program plan development, compliance inspections, and client coordination.
  • Conducts watershed studies, TMDL action plans, and BMP retrofits.
  • Designs green stormwater infrastructure and SWM BMPs in urban and rural environments.
  • Lead and mentor team members, manage subconsultants, and oversee budgets.
  • Assist section heads with marketing, proposals, and client presentations.
  • Prepare progress reports and review invoices.

JMT is seeking a motivated individual who desires increasing responsibilities in designing, managing, and marketing Water Resources Engineering primarily for MS4 related projects. The successful candidate will be well-versed across the water resources discipline with demonstrated experience in stormwater management, TMDL Action Plans and implementation, MS4 Program Plans, and MS4 compliance.

This position will help grow the water resources discipline as part of a multi-discipline engineering office with r many clients. Successful candidates will be expected to effectively oversee, perform, and manage a variety of water resources related engineering projects. There is a significant need for a candidate that can assist clients with MS4 permit compliance and their TMDL goals and understands existing Virginia stormwater regulations.

Responsible for engineering design using knowledge of general engineering principles and practices to interpret, organize, execute, and coordinate assignments with limited supervision. Acts as a technical mentor to less experienced engineers.

Compensation for this position is $125,000 - $150,000, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. Essential Functions And Responsibilities
  • Manages project(s) in accordance with scope, schedule, and budget.
  • Responsible for MS4 Program Plan development and revision, MS4 program, assisting clients with implementation of the DEQ Stormwater Handbook, compliance and VPDES compliance inspections of construction projects.
  • Conduct watershed studies, TMDL Action Plans, and TMDL project implementation including design of BMP retrofits, stream restoration, shoreline restoration and similar projects.
  • Design and inspect traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments
  • Coordination with contractors, outside consultants, government agencies, and JMT staff from multiple locations and technical disciplines
  • Plan, schedule, conduct or coordinate detailed phases of the engineering work in a part of a major project or in a total project of moderate scope
  • Analyze survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects
  • Develop project specific project plans, Project Management Plans/quality management plans.
  • Manage subconsultants.
  • Build relationships with client(s) to understand preferences and requirements to set-up and execute a quality project.
  • Prepare progress reports and review invoices.
  • Develop and lead in project status and presentations.
  • Assist Section Heads, Office Leaders, and Practice Leaders with the marketing process including, SMART Go/No Go decisions, proposal development, and interviews.
  • Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of the team.

Required Skills
  • Design responsibilities and project engineering skills required
  • Knowledge and design experience in BMP design for TMDL credits, stormwater management, MS4 permit compliance, and erosion and sediment control compliance
  • General understanding of Microstation, OpenRoads Designer, Civil 3D, ArcGIS, HEC-RAS and proficiency in MS Word and Excel required.
  • Thrive in a fast-paced, team-oriented environment, working on multiple projects
  • Excellent written and oral communication skills
Required Experience
  • Bachelor’s degree in civil engineering or a related field from an ABET accredited engineering program
  • 7 + years of experience in water resources engineering
  • Experience with Virginia’s Runoff Reduction Method and be able to evaluate projects using it to determine required pollutant reduction and which BMPs should be used to meet the requirements
  • Stormwater Management design experience
  • Erosion and Sediment Control design experience
  • Experience working with Virginia clients at the county and state level
  • Working knowledge of Federal, State and local jurisdiction stormwater management and MS4 programs
  • DEQ certification in ESC and Stormwater Management Dual Combined Administrator required or the ability to obtain in 12 months
  • Knowledge and understanding of local TMDL action plans and MS4 permit compliance
  • Have established contacts with various local, state, and federal agencies preferred
Preferred Qualifications
  • Virginia Professional Engineer License or the ability to obtain within 6 months
Working Conditions

This position follows a hybrid work model, offering a combination of remote and in-office work for flexibility and collaboration. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
