Job description

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:00 p.m.; full-benefits; subject to office-wide reassignment.

Position Overview

This technical and supervisory position is responsible for the installation, maintenance, and repair of plumbing systems and equipment throughout Frederick County buildings and facilities. Supervision is given to Maintenance Technicians and private contractors. Supervision is received from the Facilities Manager of Facility Maintenance.

Note: The upper pay range reflected in the job posting is for internal County transfers and promotions, calculated per County policy. External hires are offered the base wage rate, with limited exceptions.

Responsibilities

1. Establish work objectives, assign, review, evaluate performance, and handle disciplinary actions.
2. Supervise staff, approve leave, and manage timesheets.
3. Assist with procurement and cost estimates for plumbing projects.
4. Oversee maintenance and repair of plumbing systems, ensuring compliance with safety standards.
5. Work with outside contractors and inspect jobs.
6. Coordinate building projects, permits, and inspections.
7. Implement and maintain preventive maintenance programs.
8. Perform repairs, maintenance, and certify backflow devices.
9. Operate County vehicles and equipment as needed.
10. Perform other duties as required.

Qualifications

• High school diploma or equivalent.
• At least 6 years of responsible plumbing work experience.
• Maryland Plumbing Masters License recognized by Frederick County and City.
• Current Backflow Certification accepted by Maryland.
• Valid automobile operator's license.

Knowledge, Skills, and Abilities

• Knowledge of plumbing methods, materials, tools, and codes.
• Ability to diagnose problems, estimate costs, and organize work.
• Strong communication and interpersonal skills.
• Ability to learn specialized software.

Preferences

• Supervisory experience.
• Proficiency with Microsoft 365.
• Additional education.

Physical Requirements and Working Conditions

• Constant walking and driving; lifting up to 50 pounds; occasional climbing, stooping, and pushing.
• Work indoors and outdoors, in various environmental conditions, including heights and confined spaces.
• Availability for varied hours and emergency calls.
• Maintaining licenses and permits throughout employment.
