Lead Facility Security Officer – NISPOM Compliance

Job summary

Advanced Programs, Inc. (API) in Salem, NH is seeking a Facility Security Officer (FSO) to own our security program and NISPOM compliance.

This onsite role requires active secret clearance and experience with government contracting security, RMF, and DCSA interactions. As FSO you will write SPPs, manage personnel clearances and training, coordinate with the ISSM/ISSO, and oversee access control, COMSEC, and incident investigations.

Qualifications

• Active Secret clearance required or eligible for higher clearance
• Hands-on experience with NISPOM and government contracting security requirements
• 3–5 years of related experience or equivalent education/experience
• Strong communication skills for briefings and reports
• Track record with DCSA assessments

Responsibilities

• Lead security program in compliance with NISPOM (32 CFR Part 117) and partner with DCSA on inspections and security reviews
• Write and maintain Standard Practice Procedures (SPP) and set the security culture for the facility
• Manage lifecycle of cleared personnel in NISS, DISS, eApp, NBIS, and DIAS including processing and reporting
• Design and deliver security education and training to employees, customers, and sponsors
• Serve as COMSEC Custodian and account for all COMSEC material
• Conduct self-inspections, inquiries, and incident investigations with reporting
• Collaborate with ISSM/ISSO through RMF process and contingency planning
• Participate in Insider Threat Committee and oversee visits, access control and badge management
• Manage safeguarding requirements for secure areas
• Own and renew PO Box access and handle documents/packages as needed
