Job summary

Russell Marine LLC in Houston, TX is seeking an Estimating Manager to oversee the full estimating lifecycle for infrastructure, marine, heavy civil, and railroad projects. You will lead and mentor a team of estimators to produce accurate bids by analyzing plans, quantities, and market conditions.

You will establish standards, provide technical guidance, manage cost estimates from concept to final bid, and coordinate with project managers, engineers, and suppliers.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Ten years of estimating experience in construction with at least two years in supervision.
• TWIC credential or willingness to obtain.
• Proven ability to mentor and lead a team of estimators.
• Strong English communication skills for client and internal interactions.
• Extensive knowledge of marine and heavy civil construction estimating.

Responsibilities

• Lead, manage, train, and mentor a team of estimators.
• Establish estimating standards, procedures, and best practices.
• Provide technical guidance throughout the estimating process.
• Oversee development of cost estimates from conceptual design through final bid.
• Manage bids for DOT, municipal, federal, marine, railroad, and infrastructure projects.
• Review plans, specifications, RFPs, and contract requirements.
• Prepare and issue RFQ packages to subcontractors and suppliers for materials.
