M&S Engineering in The Woodlands, TX seeks an experienced Civil Project Engineer (P.E.) to lead and stamp HDD design deliverables under regulated infrastructure. Qualifications

• Bachelor's degree in Civil Engineering; geotechnical focus preferred.
• P.E. license in Texas required at hire time; active status validated by TBPELS.
• Minimum 5 years' civil/utility infrastructure experience, HDD crossing design.
• Experience designing HDD crossings under regulated infrastructure (waterways, levees, TxDOT).
• Familiarity with USACE Section 408 permitting and related specs.
• Ability to prepare reviews and DIPPs for USACE-regulated crossings.
• Proficiency in AutoCAD or MicroStation and MS Office; field site capability.

Responsibilities

• Lead design, stamp, and seal HDD crossing plans for regulated infra; PE of Record.
• Interpret geotechnical data, bore path design, FOS analysis for HDD.
• Develop plans, specs, and cost estimates for trenchless utility crossings.
• Prepare permit applications (TxDOT, USACE 404/401/408) and crossing agreements.
• Perform engineering calculations, QA reviews, and client presentations.
• Manage scope, schedule, and deliverables; mentor junior staff toward PE licensure.
