Job summary

Everforth Apex Systems is seeking a Senior Contractor Support to Capability Development for the DCIS Program based in Norfolk, VA. The role focuses on program and project management, risk assessment, and quality improvement in a multi-national military environment.

You will support the DCIS Program Director, coordinate with stakeholders, and help deliver CIS capabilities on time and within scope. U.S. citizens with active Secret clearance preferred.

Qualifications

• MSP, PRINCE2, or PMI certification is valued in lieu of a degree
• 5+ years in project management of communications or information systems
• 3+ years managing risk and issues in a complex program
• 3+ years applying change management in a capability program
• 3+ years using qualitative and quantitative techniques for program quality reviews
• 2+ years capturing and interpreting Operational Lessons Identified (LI)
• 3+ years in a deployable CIS or Signals capacity
• 3+ years in a multi-national military environment

Role Overview

We are seeking a candidate for a Senior Contractor Support to Capability Development role, focusing on Deployable Communications and Information Systems (DCIS) Program Management. This position supports capability development management by providing expertise in program and project management, risk assessment, and quality improvement within a multi-national military environment. The role involves direct support to the DCIS Program Director and requires collaboration with various stakeholders to ensure the effective delivery of CIS capability.

• Contribute to a continuous process of quality improvement by reviewing reports, products, and specifications.
• Utilize qualitative and quantitative techniques to perform program and project quality reviews and audits.
• Support the capture and interpretation of Operational Lessons Identified (LI) to identify potential gaps in DCIS capability.
• Pro-actively identify, assess, and develop responses to program risks, maintaining the program risk log.
• Reconcile reporting databases to ensure project expenditure is accurately represented.
• Assist in communicating timely and analyzed information to affected stakeholders.
• Implement best practices to enhance the ability to manage DCIS knowledge and information.

Required Qualifications

Education: A university degree in project or program management, electronics engineering, computer science, telecommunications, systems engineering, information systems and technology, or a related discipline is required. Substantial experience with MSP, PRINCE2, or PMI certification will be considered in lieu of a degree.

Experience:

• Minimum of 5 years in project management of communications or information systems integration, implementation, or operation, using MSP, PRINCE2, or PMI methodology.
• Minimum of 3 years managing risk and issues in a complex program environment.
• Minimum of 3 years applying change management in a capability program environment.
• Minimum of 3 years utilizing qualitative and quantitative techniques for program and project quality reviews.
• Minimum of 2 years capturing and interpreting Operational Lessons Identified (LI).
• Minimum of 3 years in a deployable CIS or Signals capacity in a subject matter expert role.
• Minimum of 3 years working in a multi-national military environment.
