Job summary

Everforth Apex Systems is seeking a Senior Contractor for Requirements Management to support the NC3 Modernization Program. You will review, update, and manage requirements, security policies, and capability development plans, engaging with stakeholders across political, operational, and tactical levels.

The role requires a minimum Active Secret clearance, a Bachelor's degree or higher, and at least 3 years of relevant experience in a classified CIS/infrastructure environment.

Qualifications

• 3+ years in requirements engineering, including requirements management and elicitation.
• Experience in capability development and governance models (national level preferred).
• Experience with CIS/Infrastructure programs in classified environments.

Responsibilities

• Support iterative Requirements Management and Benefits Realization plans for NC3 capability.
• Review and update security policy, documentation, and classification guides.
• Engage with stakeholders at political, operational, and tactical levels to identify requirements and policy developments.
• Coordinate with Requirements and QA to ensure alignment with best practices.
• Manage Benefits Realization work streams as projects are delivered.
• Develop measurable Capability Acceptance Criteria with agencies and end users.
• Track Technical Requirements for validity and traceability in CIS/infrastructure environments.
• Support writing sections of Capability Programme Plans.
• Manage outputs in the DOORs requirements management system.

Role Overview

We are seeking a Senior Contractor for Requirements Management to support the NC3 Modernization Program. This role involves working with various stakeholders to review, update, and manage requirements, security policies, and capability development plans. The position requires engagement at political, operational, and tactical levels to ensure the programme aligns with best practices.

Key Responsibilities

• Support the continual review and update of iterative Requirements Management and Benefits Realization plans for the NC3 capability.
• Assist in reviewing and updating security policy, documentation, and classification guides.
• Support stakeholder engagement and communications with users at the political, operational, and tactical layers to identify requirements and policy developments.
• Work with Requirements and Quality Assurance branches to ensure the programme is aligned with best practices.
• Manage the Benefits Realization work strand as management products are developed and projects are delivered.
• Develop comprehensive and measurable Capability Acceptance Criteria with agencies, stakeholders, and end users.
• Track Technical Requirements, ensuring validity and traceability, with a focus on capability requirements related to CIS/Infrastructure in classified environments.
• Support the authoring of relevant sections of Capability Programme Plans.
• Manage all outputs and developments in the DOORs requirements management system.
• Ensure all work strands are linked to other elements of the team's work and with other capability teams.

Required Qualifications

Education: Bachelor's degree or higher.

Experience: A minimum of 3 years in the last 10 in the field of requirements engineering, including requirements management and requirements elicitation. Experience in capability development, ideally working with a common funded capability delivery governance model or national equivalent. Experience in capability development in CIS/Infrastructure related programmes in classified environments.

Technical Skills: Experience with IBM Rational DOORS or an equivalent tool.
