The Idaho Department of Lands (IDL) is seeking a full-time Lands Program Manager – Fire Aviation. This position will be located at our Coeur d’Alene Staff Office.

Description

To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.

Responsibilities:

• Coordinate with Aviation Section Manager regarding budgetary needs and proposals including aviation related infrastructure, assets, and financial/cooperative agreements.
• Assist in the administration of all IDL aviation contracts including drafting new contracts as needed, existing contract modifications, fuel cost adjustments, and extensions as deemed necessary.
• Coordinate with IDL Fire Program, Aviation Section Manager, Contractors, and Interagency Tanker Bases regarding IDL aircraft availability start and end dates per contract specifications.
• Coordinate with IDL Duty Officers, Division of Operations Heliattack program, Contractors, and Tanker Bases regarding daily operations including movement of aircraft and operational assets in support of fires, and financial/invoice development, execution, and payments.
• Coordinate aviation needs with IDL Fire program and other agency functions relating to fire suppression, prevention, and non-fire resource management projects.
• Assist in the administration of the IDL Aviation Program, under the direction of the Aviation Section Manager, in accordance with Federal Aviation Administration/Aviation Regulations, Aviation Program Policies, NWCG Standards, Standard Operating Procedures, and Guidance documents.
• Maintain situational awareness of, and support Aviation Section Manager as requested, with coordinated responses to aviation related incidents/accidents as necessary.
• Assist the Aviation Section Manager in coordinating with Interagency partners and contractors regarding carding/airworthiness approval and execution of the federal cooperator Letters of Approval prior to contract start of availability.
• Maintain situational awareness of and coordinate with contractors and tanker base staff regarding scheduled/unscheduled maintenance, unavailability, and COR/Fed return to contract availability/service and communicate with Aviation Section Manager and State/Zone Duty Officers accordingly.
• Assist with the continuous improvement and administration of the IDL Aviation Safety Management System once completed, including maintaining situational awareness of related Safecoms and communicating any aviation related incidents/accidents to the Aviation Section Manager and respective Duty Officers as necessary.

Minimum Qualifications

Experience:

• Analyzing land management program issues, making recommendations and writing reports
• Developing programs including establishing goals and strategic direction, budgeting and evaluating results
• Working with various groups, individuals and interests to develop understanding, acceptance and support for a program

Desired Qualifications

• Red Card Qualifications: Tanker Base Manager, SEAT Manager, Scooper Manager, Aviation Ramp Manager, Aviation Contracting Officer Representative, Air Support Group Supervisor, Air Tactical Group Supervisor
• Expertise in the field of FAA/FARs and NWGC aviation standards.
• Working knowledge of aviation contracting and administration including procurement processes for rotor-wing or fixed-wing aviation assets.
• Experience working in support of aviation firefighting efforts including but not limited to coordination between local, state, tribal, and federal agencies.
• Expertise in the field of SMS administration, risk management, or similar programs.

Under the direction of the Idaho State Board of Land Commissioners , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions.
