Halff Associates, Inc. in McAllen, TX is seeking a Professional Civil Engineer (PE) to lead land development and public infrastructure projects as a Project Manager. You will guide planning, design, and delivery with cross‑functional teams to meet client objectives.

The ideal candidate has 5–10 years of experience, a Texas PE, and strong communication and mentoring skills. This role offers growth and potential ownership in the firm within a collaborative environment.

Qualifications

• Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree.
• Professional Engineer (PE) license in the State of Texas.
• 5-10 years of experience leading and/or supporting Land Development and Public Infrastructure projects.
• Must have technical experience with land development software such as Civil 3D.
• Excellent technical writing and communication skills.
• Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success.
• Experience with 2D modeling software packages are beneficial but not required.
• Established client relationships in the Rio Grande Valley a plus.

Responsibilities

• Manage projects from planning through delivery, collaborating with project members, multi-practice teams, subconsultants and other stakeholders to make sure deliverables, requirements, schedules, costs and meeting plans are communicated.
• Assist in development and management of project scopes, budgets, and schedules.
• Support in preparation of proposals and RFQs.
• Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
• Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
• Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
• Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
• Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within project team.
