Job summary

BUILD Renewables in Mendota Heights, MN seeks a Labor Compliance and Union Reporting Lead to own the labor compliance systems and union reporting processes, bridging payroll, project, contractor, apprenticeship data, and ensuring issues are identified and resolved on time.

The role starts as hands-on contributor, with potential to supervise IRA and PWA specialists, and to shape SOPs, dashboards, and audits while supporting growth of the compliance function.

Qualifications

• Bachelor's degree in accounting, finance, business administration, human resources, construction management, or a related field preferred.
• Four or more years of experience in construction payroll, labor compliance, union reporting, certified payroll, or a closely related function.
• Hands-on experience administering compliance, payroll, or reporting platform and validating data across multiple systems.
• Working knowledge of union wages and fringe structures, dues and checkoffs, benefit fund reporting, collective bargaining agreement requirements, and payroll reconciliations.
• Advanced Microsoft Excel skills, including lookups, pivot tables, reconciliation methods, and large-data review; proficiency with Word, Outlook, and Teams.

Responsibilities

• Serve as the primary internal administrator and subject matter expert for the compliance platform.
• Configure and maintain projects, contractors and subcontractors, users, wage determinations, classifications, apprenticeship programs, ratio rules, and required documentation.
• Coordinate weekly certified payroll and supporting-document uploads; validate file completeness, data mappings, reporting periods, and contractor submissions.
• Review Compliance alerts and exceptions for wage rates, worker classifications, overtime, fringe benefits, apprentice participation and ratios, missing documentation, and other compliance risks.
• Reconcile Compliance results to payroll, timekeeping, certified payroll, and project records; investigate discrepancies before closing an exception.
• Assign remediation items to the appropriate payroll, IRA and PWA, project, or subcontractor contact and track each issue through documented resolution.
• Maintain compliance dashboards, issue logs, audit trails, and recurring reports that show open items, aging, trends, and project risk.
• Test platform updates, maintain user access, coordinate vendor support, and document changes that affect internal workflows or reporting.
