Job summary

State of Maryland is seeking a Title IV-E Program Manager to direct statewide administration of foster care, adoption, guardianship, and prevention services. You will lead staff, oversee policy implementation, and ensure alignment with SSA strategic goals.

You will coordinate with the Central Office of Budget & Finance and IT teams to improve systems, ensure compliance with federal requirements, and maximize federal funding streams across the program area.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Eight years of administrative, professional or technical work experience, three years must have involved supervision of other employees or program development.
• Experience interpreting state and federal Title IV-E policies and procedures.
• Familiarity with financial evaluations, audits, and compliance activities.

Responsibilities

• Direct statewide administration of Title IV-E programs (Foster Care, Adoption, Guardianship, and Prevention Services).
• Directly supervise unit staff including work assignments and performance evaluations.
• Formulate and operationalize Title IV-E policies and manuals.
• Serve as liaison for federal audits and state fiscal evaluations.
• Collaborate with OB Finanz & IT to streamline CJAMS/MD THINK enhancements.
