Job summary

State of Washington's Department of Children, Youth, and Families is hiring a Social and Health Program Consultant (Title IV-E Coordinator) in Tumwater. The role supervises five Title IV-E Specialists and reports to the IV-E Administrator, coordinating federally reimbursable funding to support foster care, relative guardianship, and adoption services.

You will oversee staff, evaluate performance, manage timekeeping and unit operations, and ensure compliance with IV-E procedures.

Qualifications

• Review the work of staff, adjusting assignments as needed to respond to fluctuating workloads. Manage the accomplishment of unit tasks.
• Evaluate employee performance and prepare performance appraisals.
• Review applicants’ credentials, conduct interviews, hire effectively and respond to changes in the FTE allocation.
• Provide support and guidance to employees making certain that employees have a clear understanding of their responsibilities.
• Manage timekeeping, reasonable accommodations, unit meetings, random case audits disciplinary actions and staff resources.
• Conduct monthly IV-E meetings.
• Reviews SharePoint for monthly performance measures and updates as they apply to the IV-E program
• Regional Lead for good cause determinations on child support collection actions.
• Manage work activities to sustain and improve the Title IV-E, Title XVI, and Title II programs with assigned regional direct reports
• Ensure that Public Benefit Specialist IV’s are performing work to standard as outlined in the Title IVE Procedure Guide.
• Periodically review IV-E determinations for accuracy, ensuring that employees are adhering to policy and guidelines of program.

The Opportunity:

On behalf of the Financial Division of the Department of Children, Youth, and Families, and the State of Washington, this position supervises five Title IV-E Specialists within the region and reports directly to the DCYF Financial Division Title IV-E Administrator. These direct report staff are responsible for determining the eligibility for federally reimbursable funds through Title IV-E of the Social Security Act for children placed in foster care, the Relative Guardianship Assistance Program, and Adoption Support. This federal reimbursement via Title IV-E allows the agency to enhance available state funding by replacing it with federally reimbursed funding. Without this funding, the Washington Child Welfare system would not be able serve children in need.

Required Qualifications:

Equivalent combination of education and experience totaling nine (9) years of professional experience in planning, administering, developing, or delivering social, financial, or health programs.

OR

A Bachelor's degree in social work, a health or social science, public administration or a related field, AND five (5) years of professional experience in planning, administering, developing, or delivering social, early childhood, financial, or health programs.

OR

Master's degree or higher in social work, a health or social science, public administration or a related field, AND four(4) years of professional experience in planning, administering, developing, or delivering social, early childhood, financial, or health programs.

OR

One (1) year of experience as a Social and Health Program Consultant 3 or equivalent.

OR

Two (2) years of experience as a Social and Health Program Consultant 2 or equivalent,

AND

• The ability to take action to learn and grow
• The ability to take action to meet the needs of others.

Preferred Qualifications:

• Demonstrated knowledge of the philosophy of Child Welfare.
• Demonstrated knowledge of the juvenile court system, shelter care, and dependency processes.
• Demonstrated knowledge of the federal reimbursement of Child Welfare programs.
• Demonstrated knowledge of the Adoption and Foster Care Analysis and Reporting System (AFCARS). Advanced oral and written communication skills.
• Demonstrated leadership skills.
