Job summary

The State of Michigan, Department of Technology Management and Budget, is seeking a Senior IT Business Analyst in Lansing, MI. You will bridge customers and development teams, guide agile ceremonies, and ensure timely delivery of IT projects within the MDHSS framework.

You will publish client-facing content on SharePoint, analyze data from Clarity and Azure DevOps, and mentor colleagues to resolve IT issues while advancing department goals.

Qualifications

  • Bachelor's degree with 21 semester credits in IT-related fields.
  • Two years of professional IT experience equivalent to IT Programmer/Analyst P11.
  • Substitutions described in the posting (4-year substitutions possible).

Responsibilities

  • Serve as liaison between customers and the development team.
  • Lead Agile Scrum activities: write user stories, develop/test cases, coordinate tests, and backlog grooming.

Job description

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

This position provides Senior IT Business Analyst support for Technology and database division supporting MDHSS applications. As a Senior IT Business Analyst, this position will serve as a key liaison between customers and the development team, ensuring effective communication and alignment of project goals. This position is responsible for following Agile Scrum activities, including writing user stories, developing and managing test cases, coordinating test processes, and facilitating backlog grooming sessions. The role also involves maintaining and publishing customer-facing content through SharePoint to ensure timely and accurate delivery of information. In addition, the Business Analyst will collect and analyze data from multiple systems—such as Clarity and Azure DevOps—to prepare comprehensive, executive-level reports that provide insight and visibility to senior leadership on project progress and performance. Mentors other DTMB staff to resolve client agency IT issues.

DTMB does not participate in STEM-OPT.

ITPA 12 -- Position Description
Position Location/Remote Office:

The office location is Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

SIGNING BONUS

This position may be eligible for a sign-on bonus of up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education

Information Technology Programmer/Analyst 12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of thefollowing: computer science, data processing, computer information systems, data communications,networking, systems analysis, computer programming, information assurance, IT project managementor mathematics.

Experience

Information Technology Programmer/Analyst 12

Two years of professional experience equivalent to an Information Technology Infrastructure orProgrammer/Analyst P11.

Information Technology Programmer/Analyst 12

Possession of an associate's degree with 16 semester (24 term) credits in computer science,information assurance, data processing, computer information, data communications, networking,systems analysis, computer programming, IT project management, or mathematics and two years ofexperience as an application programmer, computer operator, or information technology technician; ortwo years (4,160 hours) of experience as an Information Technology Student Assistant may besubstituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience asan application programmer, computer operator, information technology technician, or four years (8,320hours) of experience as an Information Technology Student Assistant may be substituted for theeducation requirement.
