Job summary

State of Michigan DTMB seeks an IT Compliance Analyst P11 to develop and maintain System Security Plans for MDHHS applications, interpreting security controls per NIST 800-53, HIPAA, MARS-e and Pub 1075 within the State's GRC framework.

The role includes audit support, staff training, and presenting findings, with a hybrid work option: two days on-site in Lansing and three remote days per week.

Qualifications

  • Bachelor's degree in IT, CS or related field required or equivalent
  • Associate's degree with 2+ years IT experience can substitute
  • High school + 4 years IT experience acceptable per policy
  • Certain IT certifications may be required for some positions

Job description

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

This ITPA11 position will serve as an IT Compliance Analyst within the Department of Technology, Management and Budget (DTMB) Agency Services for the Department of Health and Human Services (DHHS). This position will support the Michigan Department of Health and Human Services (MDHHS) with completing and maintaining System Security Plans for their 200+ applications.

Completing and maintaining System Security Plans will require interpretation of the security implemented in these applications based off of NIST 800-53, HIPAA, MARS-e, Pub 1075, and other required regulations, policies and frameworks using the State of Michigan’s GRC tool, documentation and other materials as required. This position may also be involved with collecting and organizing responses and documentation for internal, State or Federal audits. Other expectations for this position include, but are not limited to, training IT and non-IT staff on processes within the work area, providing outreach to IT and non-IT staff, data collection and conducting presentations on topics within the work area.

DTMB does not participate in STEM-OPT.

ITPA P11 -- Position Description

Position Location/Remote Office:

The office location is Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

Signing Bonus

This position may be eligible for a sign-on bonus of up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education
Information Technology Programmer/Analyst P11

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience
Information Technology Programmer/Analyst P11

Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
