Job summary

State of Michigan’s Department of Technology Management and Budget is seeking an IT Business Analyst in Lansing, MI, with a hybrid work setup (two days on-site, three days remote). Qualifications

  • Bachelor's degree with 21 semester (32 term) credits in CS / data processing / CIS / data communications / networking / systems analysis / programming / information assurance / IT project management / mathematics.
  • Associate's degree with 16 semester (24 term) credits in IT fields and two years of related IT work experience; or two years as an IT Student Assistant may substitute for education.
  • Educational level typically acquired through high school plus four years of IT experience or four years as an IT Student Assistant may substitute for education.

Responsibilities

  • Design, develop, test, and implement computer systems and applications for Agency Services/Public Health/VERA.
  • Support Vital Records by designing and implementing IT solutions for birth/death records processing, image retrieval, and modernization of documentation.
  • Document critical solutions with notes, business requirements, functional design, maintenance plans, use cases, test plans, system security plans, and project implementation plans.
  • Provide primary business analyst support for the Vital Statistics website with monthly data uploads and modernization efforts.

Job description

Position Location/Remote Office

The office location is Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

As an IT Business Analyst, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for Agency Services/Public Health/VERA. This position is supporting Vital Records in designing and implementing a wide range of IT solutions for streamlining critical business processes such as order processing of Birth and Death Records, image and document retrieval from file storage, modernizing manual documentation into electronic format, and reporting Birth, Death, and Fetal Death data to DHHS according to MDHHS VERA automated processes, data integrity, and securing MDHHS systems during all phases of the State of Michigan software development lifecycle. The position is responsible for the documenting of Birth, Death, Paternity, Marriage, and Divorce critical solutions through, but not limited to taking Vital records meeting notes, business requirements documentation, functional design documentation, maintenance plans, use cases, test strategy documentation, test plans, system security plans, and project implementation plans. The position will also require primary business analyst role supporting the Vital Statistics website with monthly deployments of data uploads for data analysis and the modernization initiative of the website.

DTMB does not participate in STEM-OPT.

ITPA P11 - Position Description
SIGNING BONUS

This position may be eligible for a sign-on bonus of up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Education

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

No specific type or amount is required.
