Job summary

The Oregon Youth Authority's Information Services Project Management Office is hiring a Project Manager 1 to lead technology projects that shape how OYA serves youth across the state. You will manage the full lifecycle of IT initiatives—from planning through closeout—coordinating with technical teams, vendors, and business partners to keep projects on scope, on schedule, and within budget.

You will identify and mitigate risk, manage change requests, and keep leadership and stakeholders informed

Qualifications

• Three years of progressively responsible paraprofessional or technical experience related to the series concept, OR
• An Oregon Project Management Associate Certification AND two years of progressively responsible experience related to the series, OR
• A Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field, OR
• A Project Management Professional Certification awarded by PMI.

Responsibilities

• Manage the full lifecycle of small to medium IT projects — initiation, planning, execution, monitoring, and closeout — including charters, schedules, budgets, and governance documentation.
• Identify, assess, and mitigate project risks; manage the issue log and formal change control process, escalating significant items to project sponsors or governance leadership.
• Coordinate implementation, deployment, and go-live activities — including system testing and UAT — across application, infrastructure, security, and business teams.
• Support PMO governance by maintaining project documentation, preparing portfolio and executive status reporting, and applying established project management standards.
• Lead stakeholder communication and compliance — developing communication plans, preparing status reports and briefings, and ensuring project work aligns with agency, security, and accessibility standards.
