The Oregon Youth Authority (OYA) is seeking an IS Project Manager 1 in Salem to lead technology projects across the state. • Knowledge of project management principles, methodologies, and tools.
• Ability to plan, organize, and coordinate IT project activities.
• Skill in requirements gathering, documentation, and process mapping.
• Ability to communicate effectively with technical and non technical stakeholders.

Responsibilities

• Manage the full lifecycle of small to medium IT projects — initiation, planning, execution, monitoring, and closeout — including charters, schedules, budgets, and governance documentation.
• Identify, assess, and mitigate project risks; manage the issue log and formal change control process, escalating significant items to project sponsors or governance leadership.
• Coordinate implementation, deployment, and go-live activities — including system testing and UAT — across application, infrastructure, security, and business teams.
• Support PMO governance by maintaining project documentation, preparing portfolio and executive status reporting, and applying established project management standards.
• Lead stakeholder communication and compliance — developing communication plans, preparing status reports and briefings, and ensuring project work aligns with agency, security, and accessibility standards.
