QinetiQ US is seeking a Functional/Financial Analyst to support FHWA's CPIC program and IT Spend Plan within OITS. This high-visibility role guides IT procurement, budget submissions, and required reporting to OMB and DOT offices.

You will coordinate data collection, perform reconciliations, prepare dashboards, and advise on investment decisions while ensuring compliance with TBM and FITARA preferences. Hybrid role with on-site potential at DOT HQ in Washington, DC.

Qualifications

• Bachelor's degree required.
• 4+ years in federal IT CPIC, IT budgeting, or IT portfolio management.
• Experience preparing OMB IT portfolio/investment reporting (e.g., AITPS/AITPSD, IT Dashboard).
• Experience collecting, reconciling, and validating financial/portfolio data from multiple stakeholders.
• Advanced proficiency in Excel or Google Sheets (lookups, pivots, data validation).
• Ability to obtain and maintain a DOT Public Trust.
• Hybrid role with potential on-site presence at U.S. DOT Headquarters in Washington, DC.

Responsabilités

• Support FHWA's CPIC program, including IRB processes.
• Maintain FHWA IT Spend Plan, map line items to TBM pools, reconcile versions.
• Prepare and track Interim Procurement Requests with FHWA and DOT teams.
• Plan data calls and IT spend plan updates; consolidate responses.
• Submit Monthly IT Dashboard updates in DOT's CPIC tool for major investments.
• Support annual OMB IT portfolio submissions and major/minor investment reporting.
• Maintain IT Spend Plan workbooks and conduct recurring check-ins with FHWA offices.
• Integrate investment planning with FHWA strategic planning and budgeting.
• Prepare materials and ad hoc reports for boards and FHWA leadership.
• Provide investment management analysis including risk and EV metrics.
• Develop CPIC SOPs and desk guides.
• Monitor CPIC mailbox and assist stakeholder outreach and training.
• Recommend improvements to CPIC processes and data quality.
