Job summary

QinetiQ US is seeking a Functional/Financial Analyst to support FHWA's CPIC program, helping manage IT portfolio spend and prepare required reporting. This high-visibility role requires coordinating with FHWA offices and DOT teams to ensure accurate data and timely investments.

The ideal candidate has a minimum of four years in federal IT capital planning, strong Excel skills, and the ability to obtain a DOT Public Trust. Hybrid work with on-site days in Washington, DC is expected.

Qualifications

• Bachelor's degree required.
• Minimum 4 years of federal IT CPIC/IT portfolio experience.
• Experience preparing OMB IT portfolio or investment reporting.
• Experience collecting, reconciling, and validating financial data from multiple stakeholders.
• Advanced proficiency in Excel or Google Sheets (lookups, pivot tables, data validation).
• Ability to obtain and maintain a DOT Public Trust.
• Hybrid position with potential on-site at DOT Headquarters in Washington, DC.

Responsibilities

• Support FHWA's CPIC program including IRB processes.
• Maintain FHWA IT Spend Plan and map line items to TBM cost pools and towers; reconcile versions.
• Prepare Interim Procurement Requests (IPRs) with FHWA program offices and DOT OCIO IT Spend Plan approval team; communicate decisions.
• Plan and run data calls; consolidate and validate office responses before submission.
• Prepare and submit Monthly IT Dashboard updates in DOT's CPIC tool (CIMS) for major IT investments.
• Support annual OMB IT portfolio submissions (AITPS/AITPSD) and major/non-major investment reporting.
• Maintain office-level IT Spend Plan workbooks and conduct recurring check-ins.
• Support integration of investment planning with FHWA strategic planning, enterprise architecture, and budgeting.
• Prepare materials and ad hoc reports for Investment Review Board, Architecture Review Board, and FHWA leadership.
• Provide investment management analysis, including risk assessments, earned value management, and cost reporting.
• Develop and maintain CPIC SOPs and desk guides.
• Monitor CPIC mailbox and support stakeholder outreach and training.
• Recommend improvements to CPIC processes and data quality.
