The Air Force Civilian Service (AFCS) is looking for a full-time Information Technology (IT) Cybersecurity Specialist, Information System Security Manager (ISSM), (GG-2210-12), working at the 90th Cyberspace Operations Squadron (COS), Joint Base San Antonio, Lackland Air Force Base (AFB), San Antonio, Texas.

Salary ($90,823 - $118,072) based on experience.

Recruitment and Relocation expenses may be paid.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Depending on the type of position (competitive/excepted) you will be selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Qualifications/Requirements

In this position you will serve as the 90 COS Cybersecurity/ISSM Risk Management Framework (RMF) Subject Matter Expert (SME) and lead Cybersecurity Analyst for the in support of all development networks and operational systems. Communicates all cybersecurity/RMF requirements with 24 Air Force, Air Combat Command, Air Force Space Command and Headquarters Air Force staff. Oversees the cybersecurity program for over 12 development networks supporting development and operational activities within the mission area to include but not limited to: unclassified development networks, classified up to TS/SCI networks, Special Access Program (SAP) development networks, cloud connected networks, networks connected to the Joint Information Operations Range (JIOR) and other systems. As the ISSM, manages and administers the RMF program and serves as the advocate for all Cyber/IT disciplines within the security program, including the development and enforcement of cybersecurity awareness programs, IT asset management, disaster recovery plans, incident reporting plans, as well as DoW and AF compliance for the protection of all classified data. Works closely with and directs all Information Systems Security Officers within the 90 COS, subordinate units, JIOR, and AFLCMC HNC Systems Program Office (SPO).

Must be a U.S. Citizen.

Must be able to obtain & maintain a “Top Secret/SCI” Security clearance.

Incumbent may be subject to periodic polygraph testing.

This position is designated as a Drug Test Designated Position.

This position requires at a minimum, a bachelor’s degree in a related field or equivalent experience.

Must obtain & maintain an Information Assurance Technician Level III certification within 6 months of assigned duties.

The incumbent must achieve CMF readiness training requirements. Depending on experience and skill levels, portions of CMF training may require the incumbent to be TDY for a period of 3-6 months. The incumbent must achieve and maintain CMF requirements as specified on the Job Qualification Record (JQR) within 18 months of assignment of these duties.

• Knowledge of collateral and Special Access Program (SAP) Cyber security requirements for authorization and approval, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
• Advanced skill in applying experience in unclassified, classified and SAP developmental information systems and securities sufficient to anticipate, identify, evaluate, mitigate, and minimize risks associated with systems vulnerabilities.
• Knowledge of a full range of cybersecurity principles to include SAP, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating cybersecurity tools and procedures.
• Knowledge of SAP and collateral local area network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
• Knowledge of National, DoD, and Air Force computer security policy and directives with the ability to analyze, interpret, and apply policy at multiple organizational levels.
• Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/ applications) and procedures and methods for protection of systems and applications.
• Ability to develop and conduct training on information security.
• Ability to manage projects, teams and resources.
