The Air Force Civilian Service (AFCS) is looking for a full-time Information Technology (IT) Specialist (GG-2210-14), to perform as a Lead Enterprise Architect, working at the Secretary of the Air Force (SAF), Concepts, Development, & Management (CDM) Office, Headquartered at Fort Washington, Maryland. NOTE: To meet mission requirements, the incumbent may be geographically located at one of the many locations across the continental United States. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Salary ($143,913 - $187,093) based on experience. This position can close at any time.

Qualifications/Requirements

In this position you will serve as an information systems architecture specialist supporting analysis of existing intelligence information systems, development of Defense Joint Capabilities Integration and Development System (JCIDS) documents associated with intelligence information systems and implementation/execution of Initial Capabilities Based Documents to improve worldwide information systems support to the Defense Intelligence Enterprise. You will be solutioning at the edge of defense technology. You will lead the ingestion of complex requirements, design enterprise-scale blueprints (leveraging modern DoDAF/DOWAF frameworks), and architect system-of-systems solutions that allow allied forces to share intelligence seamlessly and securely across the globe. Must be a U.S. Citizen. This position is designated as a Drug Test Designated Position. Must be able to obtain and maintain a current “Top Secret” Security clearance with eligibility to gain access to Sensitive Compartmented Information (SCI). Incumbent may be subject to polygraph testing as an inherent primary requirement of their position and must be able to meet NSA personnel security requirements as outlined in current policy. Mobility is a condition of employment. The incumbent must sign an Air Force-Wide mobility agreement. This is a mission essential position and may not be vacated in time of emergency or mobilization. The incumbent must be removed from military recall status. This position requires at a minimum, a bachelor’s degree in a related field or equivalent experience.

Highly Desired

• At least 7 years of experience in technical project development from inception to deployment and expertise in the management and control of funds/resources using complex reporting mechanisms. - Bachelor’s degree in Business Administration, Computer Science, Information Systems, Engineering / Technology or a related discipline. - Certification as an Enterprise Architect.
• Thorough knowledge of a wide range of IT principles, concepts, and methods to analyze, plan, and coordinate complex information systems architectures for programs involving U.S. Combatant Commands, NATO, Allied and Coalition systems and technologies.
• Knowledge of the organization’s policy and planning formulation process along with its missions and objectives to prepare IT policies/plans and recommend solutions in briefings, papers, or reports suitable for Senior Executive leaders to use and decision making.
• Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements and execute diverse intelligence support structures and practices such as; intelligence Surveillance, and Reconnaissance systems; special communications; cyberspace network protections; information systems; foreign language translation; and special operations in a high operational tempo.
• Knowledge of systems architecture, integration techniques, and testing methods as applied to the Defense Intelligence Enterprise (DIE) program with specific knowledge of Joint Intelligence Operations Center goals, objectives, and operations as they relate to supporting information systems architectures and capabilities.
• Ability to analyze complexities of existing technology, review/revise/ develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to meet future requirements through employment of the JCIDS.
• Skilled in oral communications to present sensitive information and/or recommendations on complex matters to U.S. and foreign national Senior Executive leaders and other high-ranking officials; skilled in written communications sufficient to develop guidance, regulations, and directives dealing with complex issues.
