The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA aims to combat poverty and income inequality by providing essential benefits such as Food Assistance and Emergency Rental Assistance. DHS focuses on preventing and addressing homelessness in NYC through innovative strategies to help families and individuals exit shelter and regain self-sufficiency.
Information Technology Services (ITS) is DSS’s technology organization, supporting the agency's needs by creating and enhancing infrastructure and applications, including systems for client eligibility, recertification, case management, housing, employment, revenue matching, claiming, and personnel management.
The Resource and Asset Services division within ITS manages project budgets, conducts research and analysis, and provides lifecycle solutions for product-reliant systems, ensuring project needs are met and business continuity maintained.
Under the general direction of the Division Director, the IT Budget & Contracts Specialist is responsible for assessing financial needs and implementing complex IT initiatives, focusing on project management, reporting, and vendor management, utilizing methodologies like Agile and Waterfall.
This role involves overseeing complex projects from initiation to completion, defining scope, assessing resource needs, developing budgets, creating project plans, managing risks, and ensuring deliverables are signed off, primarily using Microsoft Office Suite.
The specialist will provide oversight on project phases, including SDLC, deployment of solutions, and leading teams on projects such as Cloud Implementation, Data Center Migration, and application development related to POS and CURAM architecture.
Responsibilities also include reviewing project reports, tracking IT spending, managing vendor contracts, conducting market research, and ensuring strategic alignment with organizational needs.
The role requires advanced experience with system integration, SDLC, analytical software like MS Office/SQL, PPM tools like JIRA, and experience in application deployment, funding assessments, and user-centered design.
Additional duties include leading research on emerging technologies, liaising with stakeholders, and managing end-user requirements, testing, and documentation for applications like HRMS.
