Assistant General Counsel - Contracts, Office of General Counsel

Job Overview

The Office of General Counsel (OGC) is seeking two experienced attorneys to review, negotiate, and draft contracts. Under the supervision of the Director and Deputy Director of the Contracts Unit, the successful candidates will be expected to:

  1. Interact regularly with internal stakeholders/clients and external entities, ensuring all contracting processes are followed, including obtaining and documenting necessary approvals.
  2. Collaborate with the ACCO's Office and DOHMH Procurement staff to ensure compliance with procurement policies, including PASSPort and the Procurement Policy Board Rules.
  3. Facilitate the resolution of business and legal issues, providing recommendations through analysis and creativity.
  4. Assess, develop, and negotiate contract terms, including insurance, intellectual property, real property, and privacy.
  5. Ensure contract terms align with DOHMH policies, procedures, and goals.
  6. Review and negotiate contracts focusing on risk reduction and confidentiality.
  7. Draft and review Memoranda of Understanding with federal, state, and municipal entities.

  • Experience drafting contracts for municipalities and public procurement issues.
  • Expertise in complex legal negotiations.
  • Strong research, analysis, problem-solving, and decision-making skills.
  • Attention to detail and a strong work ethic.
  • Experience with public health sector projects and managing multiple stakeholders.
  • Proficiency in Westlaw, Microsoft Office Suite, and ability to work in fast-paced environments.

Minimum Qualifications
  • Admission to the New York State Bar.
  • One year of legal experience post-admission or six months as an Agency Attorney Intern.
Additional Requirements

Experience at Assignment Level I or II, or equivalent legal experience, is required for higher levels. Residency in NYC is not required.
