Job summary

Leidos seeks a seasoned Budget Formulation Analyst to lead budgets within the National Intelligence Program, aligning resources with IC strategic goals. You will coordinate across government stakeholders, craft CBJB inputs, and deliver analyses for Congress, with a focus on IPPBE processes and resource forecasting.

Key duties include developing budgets, monitoring expenditures, producing narratives, and supporting budget exercises for internal components and NIP programs.

Qualifications

• Active TS/SCI clearance with polygraph.
• BA degree in Finance, Accounting, or Economics with substantial relevant experience (or a Master's with substantial experience).
• Minimum 7–10 years working in government budgeting, with 3–5 years in the Intelligence Community.
• Proven expertise in government budget formulation and IPPBE processes.

Responsibilities

• Provide reports and guidance on budget and financial activities for the component.
• Support budget program execution aligning with resources and goals.
• Generate budget reports for offices, components, and NIP programs.
• Assist in developing and responding to budget exercise submissions.
• Develop fiscal guidance and schedules for budget phases.
• Contribute to SOPs and process improvements.
• Contribute to budget analysis, data calls, and portfolio reviews.
• Draft CBJB narratives and inputs for Congress.
• Support CBJB National Intelligence Program missions and topics.
• Produce talking points, briefings, and congressional responses for the NIP.
• Assess IC budget across cross-functional areas.
• Participate in the full cycle of IP planning, programming, budgeting, and evaluation.
• Collaborate with USG and IC partners in interagency forums.
• Collect and analyze financial reports and data calls.
• Track congressional legislation impacting the NIP budget.
• Develop SOPs and deliver customer training.
• Develop cost-benefit trade-offs and investment strategies for the NIP.
