Job Description

The Veterans Health Administration (VHA) is seeking an experienced part-time Instructional System Designer, Sr./Program Analyst to support the Electronic Health Record Modernization (EHRM) initiative and the Advanced Reporting and Compliance (ARC) system. The ideal candidate will have 20+ years of experience as a healthcare IT consultant, with expertise in Oracle Millennium or similar electronic health record systems, and a strong background in data management within large, enterprise-level environments. This role requires a blend of technical proficiency in healthcare IT systems, as well as the ability to analyze complex data and contribute to system design and reporting processes.

Key Responsibilities:

  • Support the EHRM initiative by leveraging expertise in electronic health record systems, including Oracle Millennium or equivalent, to assist in system design, integration, and user training.
  • Provide consultation on VHA-specific processes, including the Veterans Equitable Resource Allocation (VERA) and Managed Care Account (MCA) processes, ensuring alignment with VHA's operational needs and requirements.
  • Assist in the development and delivery of instructional materials, system documentation, and training programs to facilitate the effective use of healthcare IT systems across the VHA organization.
  • Analyze large, complex datasets related to VHA operations, conducting trend, comparative, and predictive analysis to inform decision-making and improve operational efficiency.
  • Prepare and present comprehensive reports based on data analysis, providing actionable insights for VHA leadership.
  • Collaborate with cross-functional teams, including IT specialists, healthcare professionals, and senior leadership, to ensure the successful implementation and integration of healthcare IT systems.
  • Contribute to the ARC by supporting data management initiatives, ensuring the integrity, quality, and consistency of data across multiple, complex technologies.

Required Education, Skills, And Experience

  • Bachelor’s degree in healthcare IT, data management, computer science, or a related field.
  • 20+ years of experience as a healthcare IT consultant, with extensive knowledge of electronic health record systems such as Oracle Millennium or equivalent.
  • Expertise in data management, including the ability to analyze and interpret large datasets in enterprise-level environments, with a focus on trend, comparative, and predictive analysis.
  • Prior experience working with VHA or the Department of Defense Healthcare System, with a solid understanding of VHA's processes, including VERA and MCA.

Preferred Education, Skills, And Experience

  • Advanced degree (e.g., MS in Health Informatics, Data Science, or related field) preferred.
  • Familiarity with enterprise-level technologies and their application in the healthcare sector, particularly in large organizations like VHA and the Department of Defense Healthcare System.
  • Advanced analytical skills, with proficiency in data analysis tools and methodologies.
  • Strong technical understanding of healthcare IT systems, particularly electronic health records and reporting systems.
  • Excellent communication and presentation skills, with the ability to distill complex data and technical information for diverse audiences.

  • Profit-sharing/Performance Bonus:Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
  • Retirement plan:Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.
  • Health insurance:Rios Partners covers 90% of the premium for both the employee and their dependents through United Healthcare
  • Dental insurance:Rios Partners covers 90% of the premium for both the employee and their dependents for a dental insurance plan through Guardian Dental.
  • Vision insurance:Rios Partners covers 90% of the premium for both the employee and their dependents for a vision insurance plan through VSP.
  • Disability insurance:Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
  • Paid Time Off (PTO) and holidays:You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
  • Maternity, Paternity, and Adoption Leave:Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
