BALTIMORE COUNTY PUBLIC SCHOOL

JOB TITLE: Specialist, School Program

TITLE CODE: C35300

SCHEDULE: Full Time

REPORTS TO: Coordinator, Title I

DEFINITION: Provides critical leadership and technical support to schools to ensure effective implementation of all Title I, Part A , and School Improvement Grants as outlined in the federal Every Student Succeeds Act (ESSA). Performs other duties as assigned.

Examples Of Essential Duties

  • Provide guidance to school leadership teams and stakeholders in the interpretation and implementation of Title I, Part A, and School Improvement Grant requirements.
  • Collaborate with school-based and central office teams to collect, analyze, and summarize data used to monitor and evaluate the impact of braided funding programs in School Progress Plans.
  • Review school expenditures for compliance with federal cost principles and provides feedback to ensure alignment with Title I and Family Engagement plans and measurable impacts on student achievement.
  • Utilize the continuous improvement cycle to drive data-informed consultations with principals and school team to ensure school improvement strategies are evidence-based and aligned with Title I goals.
  • Support the development of established goals and school-based plans that address the needs of all students, particularly underserved populations.
  • Conduct regular on-site visits to monitor, coach, and provide feedback to Title I-funded staff on the effective implementation of school based and centrally identified grant-funded strategies.
  • Remain current on evidence-based programs and practices proven to improve outcomes for high-poverty schools.
  • Assist schools in the selection and implementation of Level 1, 2, 3, and 4 evidence-based strategies through comprehensive needs assessments and root cause analyses.
  • Facilitate the design of logic models for Level 4 strategies, ensuring clear implementation protocols and aligned success metrics.
  • Support schools in identifying and tracking key performance indicators to measure program effectiveness and impact on student achievement.
  • Provide leadership and support for strategies that build staff capacity to engage families, aligned with Title I Parent and Family Engagement requirements.
  • Ensure meaningful involvement of families and stakeholders in Title I planning, budgeting, and progress updates including the facilitation of family engagement sessions.
  • Provide technical assistance and professional development on data tools, evidence-based programs, family engagement, and school improvement strategies.
  • Plan and deliver data-based targeted professional development and data preparation support that aligns to Title I priorities and student achievement goals.
  • Participate in school-based events, including family engagement activities, instructional leadership meetings, and collaborative planning sessions that may occur before, during or after school hours.
  • Performs other duties as assigned.

Minimum Qualifications

Education, Training and Experience:

  • Graduation from an accredited college or university with a master’s degree in a field related to the above duties.
  • Five years effective teaching and/or educational leadership experience.
  • Experience in grant development preferred.
  • Experience in federal grant program management preferred.

Licenses And Certificates

  • Possession of a Maryland Educator Advanced Professional Certificate in an area appropriate to the assignment with an Administrator I endorsement.

OR

  • Possession of, or eligibility for, a Maryland Educator Advanced Professional License in an area appropriate to the assignment and Administrator I Licensure.

Knowledge, Skills, And Abilities

  • Knowledge of state and/or federal grant related programs.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis.
  • Demonstrates knowledge of or experience in reading and/or mathematics instructional content and pedagogy.
  • Demonstrates knowledge of best practices for differentiating instructional content, processes, and products to meet the needs of students with varying learning capabilities.
  • Excellent leadership and management skills.
  • Excellent communication and human relations skills.
  • Skill in managing operating budgets.
  • Skill in developing and maintaining effective working relationships with clients and others.
  • Ability to plan, coordinate, and supervise the work of professional and support staff.
  • Ability to formulate, interpret, and administer policy.

Physical And Environmental Conditions

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

Conditions Of Employment

Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights, weekends, and travel.

FLSA: Exempt

GRADE: Grade 8 on the BCPS CASE 12-month pay scale

SALARY: $89,731 - $135,964

RETIREMENT: Eligible for the Maryland State Retirement System.

Pre-Employment Requirements

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits and Retirement Orientation meeting.
  • Additional job verification will be required for salary credit.
