Job summary

DTSV, Inc. is seeking an Instructional Design Specialist in Camp Springs, MD to develop and implement training programs for USCIS OSI. You will design online and instructor-led materials, manage LMS content, and ensure compliance with policies.

The role involves collaboration with OSI leadership, delivery of training, and occasional travel to USCIS locations. Strong Captivate skills and extensive online course design experience are required.

Qualifications

• Associate degree or higher required.
• 2+ years of experience using Adobe Captivate or similar instructional design software.
• 5+ years of experience developing and designing online courses.
• Basic knowledge of Emergency Management and/or Occupational Health and Safety.
• Proficiency in Microsoft Office Suite, including SharePoint.
• Strong technical writing and communication skills.
• Must pass corporate background investigation and obtain security clearance.
• Ability to obtain/maintain government suitability determination.

Responsibilities

• Designs and develops training material for online courses and instructor-led training.
• Works with OSI divisions to identify content.
• Identifies objectives and training delivery options with OSI leadership.
• Ensures training is compliant with federal, departmental, and agency policies and standards.
• Manages LMS rollout and ensures completion of required training by target audience.
• Sets up courses in the LMS with tests, materials, references, links, and info.
• Facilitates classes using virtual meeting tools.
• Evaluates and updates training for content and effectiveness.
• Designs curriculum to support EMS and CDSO roles and transitions to FLETC quarterly.
• Supports EMS staff with briefings on topics for virtual or blended delivery.
• Assists with training needs assessments, including cost and risk analysis.
• Develops OSI Training Program modules, exams, and materials.
• May travel to USCIS locations within contiguous US as needed.
