Job summary

The Wisconsin Department of Corrections is seeking an Institution Complaint Examiner to independently investigate inmate complaints and make recommendations that support orderly operations and inmate rights. Position Summary

Under the general supervision of the Warden, the Institution Complaint Examiner independently conducts investigations into inmate complaints and makes recommendations to ensure the orderly operation of the Institution, protection of inmate civil rights, and adherence to Institution and Department Codes and Wisconsin State Statutes. Interprets administrative codes, departmental policies and procedures, etc. to Administrative Team and other staff on an as needed basis. Directs, analyzes and prepares special surveys, reports and statistics; develops, composes, and ensures implementation of policies and procedures; assists in the development and maintenance of instruments to ensure orderly running of the Institution e.g., inmate handbooks; provides public relations functions; completes special projects as directed; and participates as a member of the Administrative Team.

Salary Information

This position is in pay schedule and range 81-04 with a starting pay of $29.10/hour - $37.17/hour, plus excellent benefits. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A probationary period is required.

Job Details

Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

This position is not eligible for remote work.

Qualifications

Minimally qualified applicants will have experience:

  • Conducting and/or coordinating investigations utilizing investigatory techniques (e.g., interviewing techniques, handling and preserving evidence, record keeping, reports)
  • Interpreting laws, rules, and organizational policies (e.g. to staff and others, including the general public)
  • Interpreting, implementing, and monitoring investigative resolutions, corrective actions, policies and procedures to ensure compliance (e.g., from staff. managers, agencies. the general public, other appropriate parties)

In addition to the above, well qualified applicants will have experience:

  • Preparing an investigation summary report and making recommendations based on results for administrative action and resolution
  • Responding to litigation and providing assistance for other staff responding to litigation requests as needed in the criminal justice field.
