Job description

This position performs skilled inspection and plan review work of commercial and residential construction to secure compliance with the ordinances and codes governing building, plumbing, mechanical, gas, accessibility, or electrical codes.

The Inspector / Plans Examiner position provides a career path for multi-discipline inspector / plans examiner positions. Placement in pay grades will be dependent upon credentials held by the employee and/or the selected applicant in conjunction with the acquiring position being recruited.


*****See Position Description for Salary Levels, does include employee benefits*****The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

  • Conducts field inspections on new commercial and residential construction in progress at each phase of completion. The inspections will be assigned based on the certifications held by the employee.
  • Performs plan review of commercial and residential construction plans submitted for permitting.
  • Plans daily work route of inspections to effectively and efficiently perform field work.
  • Investigates complaints and reported violations related to building codes, and initiates actions which may include issuing red tags or contacting contractors.
  • Advises owners and contractors on the provisions of the codes and ordinances governing construction and on modifications necessary to meet requirements.
  • Advises owners and contractors on FEMA rules regarding construction in special flood hazard areas.
  • Reads and interprets blueprints and specifications for building code compliance.
  • Maintains constant awareness of construction activity within the assigned work area. Assures the proper posting of building permits. Issues red tags for construction projects without building permits.
  • Daily attendance required. Attendance at department meetings and other meetings assigned by supervisor and other management or administrative staff required.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.Education
High school graduation or equivalent (GED), preferably supplemented with college or vocational training in building construction, mechanical installation, electrical installation, or plumbing installation.

Experience
A minimum of five (5) years as an inspector, plans examiner, engineer, architect, superintendent, foreman, or competent mechanic in charge. Must have hands-on experience in the specific trades and/or disciplines required for the position

Must have Standard Certification as Inspector and/or Plans Examiner from the Florida Department of Business and Professional Regulation, Board of Building Code Administrators and Inspectors, or the ability to obtain a Provisional Certification within (60) days of employment and Standard Certification within one (1) year of issuance of Provisional Certification in accordance with Florida Statutes Chapter 468, Part XII. This position requires Standard Certification in the applicable trade(s) designated by the Building Division upon recruitment for the acquiring position. Qualified applicants will at a minimum currently possess or have ability to secure a Single Trade Plans Examiner credential from the Florida Building Code Administrators & Inspectors Board.

Multi-Trade Plans Examiner – Plans Examiner License 2 or More Trades
Level 2 Dual Certified Inspector/PE - Inspector License 2 or More Trades + Plans Exam License 1 Trade

Pay Grade 10 $28.59 - $40.03
Level 3 Dual Certified Inspector/PE – Plans Examiner License 2 or More Trades + Insp License 1 Trade
Level 4 Dual Certified Inspector/ PE – Plans Examiner License 2 or More Trades + Inspector License 2 or More Trades

Must have and maintain a valid Florida driver’s license with a good driving record as defined by the County’s current insurance carrier.

Required Competencies

    • possible faults and defects and corrective procedures
    • state, regional, and national construction codes and their application in field inspections
  • Ability to
    • gain knowledge of local ordinances

    • gain knowledge of the geography of the County
    • read and interpret plans, blueprints, and specifications efficiently, and to compare with work in progress during inspections
    • use standard test instruments efficiently, detect defects in construction, and determine the corrective action required
    • make independent technical judgment decisions within existing policy guidelines
    • create and maintain effective working relationships with co-workers, owners, contractors, and other interested parties
    • create and maintain the necessary filing systems for proper internal control
    • participate in procedures and provide technical input to advisory groups

Physical Demands

While performing the duties of this job, the employee is required to communicate by using vision and hearing skills; sit, stand, walk, bend, stoop, climb ladders, climb on roofs at job sites; operate a vehicle safely and responsibly

Environmental Conditions

Work is performed primarily in an outdoor environment, job site conditions, exposure to hazardous conditions.

Grade: 8, 9 or 10 depending on qualifications
