Job summary

Leidos is seeking a Senior Manager to lead the Insider Threat Program under the HEITS Contract for DHS. The role oversees a team of engineers and architects to sustain and advance the program, with emphasis on staffing, budgeting, and delivering high-value security analytics and threat monitoring.

The candidate will work with DHS leadership, manage cost estimation and financial reporting, and drive program growth while maintaining strong stakeholder relationships and rigorous risk management.

Qualifications

• Bachelor's degree and 8+ years of prior relevant experience, or Master’s with 6+ years of prior relevant experience
• Prior leadership responsibilities
• Excellent written and oral communication skills
• Experienced at developing and maintaining technical documents, analyses, and reports
• Experience presenting briefings to senior customer management and stakeholders
• Experience supporting Insider Threat Management Programs with understanding of ITP behavioral dynamics

Responsibilities

• Serve as the primary leader for the Insider Threat Program, coordinating with senior government leaders on priorities and staff execution
• Oversee staffing and recruiting to ensure qualified personnel for mission requirements
• Collaborate with HEITS operations to ensure spend plans, EACs, and financial tracking are accurate and reported timely
• Oversee cost estimation responses and analyses to support budget planning
• Supervise staff located at adjacent agencies and engage customer stakeholders
• Provide recurring reporting to ensure transparency on execution activities
• Support growth and business development to expand scope and revenue for Insider Threat Program
• Maintain strong relationships with DHS Insider Threat Stakeholders as Leidos liaison
• Escalate issues to HEITS Functional Management to align with Leidos policies
• Document risks and mitigation plans for any area impacting the program
• Grow program personnel to enhance skill sets and deliver higher quality services
