Job summary

Business Oregon is seeking an Infrastructure Program Coordinator (Program Analyst 3) to manage state and federal infrastructure funding programs. Hybrid work options balance in-person collaboration with remote work when possible.

You will interpret funding rules, coordinate complex applications, monitor performance, and train Regional Project Managers to ensure compliant, effective program delivery across housing, water, and community infrastructure projects.

Qualifications

• Bachelor’s degree and four years’ experience coordinating or administering a program.
• Alternatively seven years of related experience or education that supports the knowledge and skill requirements.

Responsibilities

• Manage day-to-day administration and implementation of assigned state and federal infrastructure funding programs.
• Interpret and apply statutes, administrative rules, policies, regulations, and funding requirements to program activities.
• Manage application and funding processes, including eligibility review, project readiness, awards, agreements, monitoring, reporting, and closeout.
• Develop and maintain program procedures, guidance, forms, checklists, handbooks, tracking systems, and other tools that support consistent program delivery.
• Evaluate program operations and identify opportunities to improve efficiency, compliance, accessibility, customer experience, and service delivery.
• Analyze program, project, and financial data to monitor performance, identify trends and issues, and develop recommendations for improvement.
• Provide technical assistance, guidance, and training to Regional Project Managers and other internal partners on program requirements and processes.
• Build and maintain collaborative relationships with internal teams, state and federal agencies, local and Tribal governments, utilities, community organizations, and other infrastructure partners.
