Job summary

ECOnorthwest in Portland, Oregon seeks a Project Manager to grow our public finance and infrastructure funding practice. You will lead consulting projects, manage teams, client relationships, deliverables, budgets, and timelines.

The role focuses on impact fee studies, fiscal impact analysis, and tax or revenue policy, requiring strong quantitative skills, project management, and the ability to translate complex analysis for nontechnical audiences.

Qualifications

• Degree in economics, public administration, finance, accounting, planning, public policy, or related field.
• Five years of relevant experience including managing deliverables, scopes, budgets, and contracts.
• Experience conducting financial and quantitative analysis in public finance areas like impact fees or tax policy.
• Strong analytical, written, and verbal communication skills for nontechnical audiences.

Responsibilities

• Lead consulting projects from start to finish, overseeing staff and budgets.
• Coordinate client relationships, deliverables, timelines, and quality control.
• Draft and edit clear, concise client-facing reports and memos.
• Support business development and identify new project opportunities.
• Present findings to clients and stakeholders, translating complex analyses.
• Balance project work with firm growth, culture, and mentorship.
