HART is currently recruiting to fill two (2) Information Technology Specialist positions and will hire them at the highest level for which selected candidates are qualified.

Duties Summary

These positions perform professional information technology work as the primary assignment, including analysis, design, development, implementation, maintenance, and support of information systems, infrastructure, and services that enable the planning, construction, and operation of the Honolulu Rail Transit Project. Applications are being accepted with the intent of filling two (2) positions at the highest levels for which the selected candidates are qualified; this recruitment may be used to fill Information Technology Specialist I, II, III, or IV positions, depending on the qualifications of the applicants and the needs of the department.

  • Level I: The Information Technology Specialist I performs entry-level to journey-level professional IT work under general supervision. Duties include:
  • Assisting with the configuration, maintenance, and support of hardware, software, and network resources
  • Responding to user support requests
  • Monitoring system performance and security for enterprise applications supporting project controls, document management, and rail operations
  • Participating in system testing, documenting procedures, and assisting with data integrity checks
  • Supporting the implementation of standard IT policies and procedures, and basic reports and dashboards used by the Project Controls team
  • Level II: The Information Technology Specialist II independently performs more complex professional IT assignments and serves as a technical resource for key platforms and applications. Duties include:
  • Analyzing user and business requirements
  • Configuring and maintaining systems and databases
  • Troubleshooting incidents affecting project-critical systems such as project management, contract management, and asset tracking tools
  • Implementing the data analytics program, including developing advanced metrics, KPIs, and analytical dashboards
  • Level III: The Information Technology Specialist III serves as a senior-level IT specialist and project lead for complex systems and integrations that support HART’s technology requirements. Duties include:
  • Leading the design and implementation of advanced information systems and infrastructure, including cloud solutions and security controls
  • Ensuring compliance with applicable standards and regulations
  • Directing the development and enhancement of analytics and reporting solutions for project controls and financial management
  • Level IV: The Information Technology Specialist IV functions as a subject-matter expert responsible for complex electronic data processing systems and procedures. Duties include:
  • Designing and developing systems by analyzing and evaluating data processing requirements and operating methods at HART
  • Preparing reports and documentation related to system design and operations
  • May supervise or direct assigned staff
Minimum Qualification Requirements for the Class
Education
  • Levels I, II, III, and IV: Graduation from an accredited college or university with a bachelor's degree, with major work in management information systems, information systems, computer information systems, information technology, construction management, construction engineering management, civil engineering, data analytics, business analytics, or a closely related field.
  • Computer science and related quantitative or engineering disciplines are also qualifying when paired with relevant project-controls, PMIS, or data-systems experience.
Experience
  • Level I: One (1) year of professional work experience in information technology, such as systems analysis, application support, network or server administration, database administration, information security, or comparable technical support.
  • Level I: Three (3) years of progressively responsible professional IT experience, including responsibility for analysis, configuration, implementation, and support of information systems or infrastructure.
  • Level III: Four (4) years of progressively responsible professional IT experience, including at least one (1) year in systems design, project leadership, or administration of complex applications, networks, or databases.
  • Level IV: Five (5) years of progressively responsible professional IT experience, including responsibility for planning, designing, and overseeing complex information systems or infrastructure; developing or enforcing IT policies and standards; or functioning as a technical expert or lead.
Physical Requirement

Candidates must meet the health and physical condition standards necessary to perform the essential duties of the position, which may include extended periods of computer work, occasional lifting of equipment, and working in office and equipment room environments.

Work Schedule and Location
  • Schedule: Monday – Friday, 8-hour shift.
  • Location/Relocation: HART does not cover relocation costs. Candidates must be able to reliably commute or relocate to Honolulu by the first day of employment.
